Organisations providing services under the Dynamic Purchasing System (DPS) may submit requests to participate in the dynamic purchasing system throughout its duration. The dynamic purchasing system shall be open to all candidates who have submitted a request to participate and who fulfil the suitability requirements laid down for them.
Internal competitive tendering for the dynamic purchasing system to be established will include competitive tendering for knowledge-based management and artificial intelligence platforms, solutions and services, licenses and expert services, as well as the various entities formed by them. The above will be procured for services produced for healthcare and social welfare organisations, which will be named in more detail in the DPS internal invitation to tender. Solutions can be procured for use in specialised health care, primary health care and social services, as well as in support measures related to these tasks. They can be taken into use in 2M-IT Oy's service production as part of the services of one or more customers. The actual procurements are made on the basis of separate invitations to tender as internal competitive tendering within DPS, in which the contracting entity specifies and describes its detailed procurement needs.
The object of acquiring platforms and licenses may be, for example, a solution based on commercial off-the-shelf software for knowledge management or artificial intelligence, software rights, licenses and/or a software solution based on open source. The project may also include tools for knowledge management, data warehouse automation, integration, analytics and reporting, and visualisation. The solutions and services to be procured may consist of the Supplier's own services and products or the Subcontractor's licensed services and products provided through the Supplier. In service production, either the Customer's existing operating service and other capacity can be utilised or this can be included in the object of procurement.
The scope of expert services can be specified in the following areas, for example:
• Knowledge management and AI consulting
• Planning and management of information management and management projects
• Conceptual, information and interface modelling as well as architecture definition
• Development, testing, training, maintenance, management and monitoring planning of charging chains (ETLs) and integrations
• Knowledge of open interfaces and standards and integration of AI into applications
• Design, development, testing, training, and maintenance, management and control planning of data warehouses, data cubes and data lakes
• Development of analytics, advanced analytics, machine learning and robotics
• Development of an AI algorithm into a finished product in different technologies
• Implementation skills with different technologies (eg. Google AI, AWS Cloud computing, Microsoft AI)
• User interface and application development (Chatbot, etc.)
• Definition and development of cost accounting
• Definition of services, processes and governance models
• Selection, consultation and training of development tools
• Machine training, conversion of original material into a processable form, and teaching artificial intelligence
The contracting entity does not undertake to procure any minimum quantity in DPS. A procurement contract concluded within DPS does not confer exclusive rights on the supplier to provide the service.
