This consultation concerns: a global performance public contract for the operation of a heating network in the municipality of Unieux. Engaged in the energy transition, Saint-Etienne Métropole aims to strengthen the links between energy, planning, and construction in the municipality of Unieux, with a constant pursuit of improving energy efficiency. In this context, Saint-Etienne Métropole has decided to launch a global performance public contract with the following objectives: - Assistance in billing network subscribers (index/bi-monthly readings by delivery points, and indices used for tariff indexing). - Renovation of the oversized production equipment of the boiler room. - Ensuring an operation that guarantees the energy performance of the network and substations. Therefore, the contractor will be responsible for: - Renovation/creation of the ENRR boiler room including its auxiliary supply, any other ENRR production points and the equipment necessary for its operation. - Management of ENRR and gas energy supply from the central boiler and any other potential production points (P1); - Management of utility supply (electricity, water, …); - Operation, maintenance, major repairs, and renewal (P2-P3) of thermal installations. This mission element incorporates the monitoring and management of the improvement of energy performance, particularly based on a measurement and verification plan. The contract does not cover thermal improvement of the built envelope of the structure. The global performance contract includes the terms P1, P2, P3 of type MC GER; the operations for the realization and commissioning of the structures by the contractor include project management tasks, scheduling, management, and coordination. It is noted that P1 includes the supply of fuels for the central boiler and any other potential productions. Regarding electricity consumption, the client wishes to entrust the purchase and management through a P1' whose purchase and revision methods will be the subject of discussions during the dialogue in order to be integrated. The purpose of this document is to provide a preliminary description of the project, briefly present the requirements, constraints, and expectations of the consultation, and, in general, of the contract as a whole.
