The subject of the procurement is a training and competence management solution (SaaS solution), which allows the maintenance of the training offerings provided by the City of Vantaa, and employees can register/apply for training, and supervisors can approve/reject training applications. Additionally, through the system, employees of the City of Vantaa can apply for opportunities to participate in trainings organized by external providers, track their training history, and monitor/maintain their certificate/license information. The system will also track and report participation in trainings at the organizational level.
The acquired system must provide interfaces for data transfer. During the implementation project, the system will be integrated at least with the City of Vantaa's HR system (Sarastia365) and online learning environment (ItsLearning). Integrations will be carried out through the integration platform Frends.
Additionally, the procurement includes the option to purchase modules for development discussions and competence mapping. If the provider can offer such functionalities, they may provide them as optional.
The overall service must include the necessary user interfaces, programs, hardware, firmware, licenses, and maintenance and support services according to the tender request and its appendices.

The service defined in the requirements specification must be available within six (6) months from the signing of the contract, unless otherwise stated for any individual requirement in the requirements specification.
