The subject of this tender is the conclusion of a framework agreement for comprehensive services in the field of AI software development for govdigital eG and its members. The aim is methodological and technical support in the design, development, integration, and quality assurance of AI-supported software solutions as well as generative AI components in the inter-federal context of public administration. The calls are made flexibly over a period of up to 48 months.

gd.KI Development Services.
The services are provided within the framework of individual orders based on a modified EVB-IT framework agreement. The estimated, non-binding order volume over the four-year total term amounts to 56,400 person-days. The framework agreement is capped at reaching an upper limit of 150% of the total contract value awarded. The services to be provided include requirements analysis, the development and integration of AI models, as well as ensuring regulatory compliance. Personnel is provided in the roles of Junior, Senior, and Manager for the following profiles: -Business Analyst: Technical design, requirements analysis for AI systems, and process design. -AI Developer: Technical implementation, connection of external AI services/APIs, integration of generative AI (e.g., LLMs), and process automation. -AI Architect: Design of AI system architectures, technology selection, and infrastructure integration. -AI Tester: Quality assurance and test automation for complex, AI-supported systems. -GRC Risk & Compliance Manager: Conducting AI risk analyses and assessments (e.g., according to the EU AI Act), conformity assessments, and data protection reviews. Special requirements: - Mandatory submission of a conclusive knowledge management and qualification concept, which becomes part of the contract free of charge. - The deployed personnel must have German language skills (level C1) and English language skills (level B2), as well as demonstrate willingness for security clearance level Ü2 (§ 9 SÜG) and commitments according to the Commitment Act (VerpflG). - The service can be provided remotely within Germany or on-site at the nationwide locations of the govdigital members.
