This contract includes the technical study, provision of materials and equipment, their assembly, installation, and maintenance of a safety survival base on a plot of public port land in Fécamp. This operation includes: - Preliminary studies (work and engineering/control); - The supply, delivery, installation, commissioning, and maintenance of an integrated set of: *A boat landing type access ladder for offshore wind turbines *A helicopter rescue simulation platform *A maneuvering/landing/mooring platform *A quay davit with its fully enclosed boat (TELB) *At least one Rescue crane with its boat(s) *A fire fighting training simulator (fire box) *A training simulation set for a helicopter crash at sea (crane, basket, pool) - The facilities necessary for storing equipment; - Two changing rooms with sanitary facilities; - Two classrooms; - The work necessary for implementing the installations; - The work necessary for connections to utility networks (water, electricity); - The maintenance under operational conditions of all equipment. - A financing offer for the installation. This will allow for conducting basic and advanced practical training in sea safety according to STCW code, OPITO, and GWO standards.

Access Ladder - Helicopter Rescue Platform.
This lot consists of the study, supply, installation, commissioning, maintenance, and training in the use of equipment necessary for survival exercises at sea according to international GWO standards. The equipment consists of: - an access ladder provided by the contracting authority - a work platform, rising above the access ladder, and compliant with those installed on offshore wind turbines - access to the work platform from both the quay AND the access ladder for a group of trainees. - safety equipment enabling the boarding and disembarking exercises for trainees particularly in case of a fall - a winch and its sling to allow the simulation of a helicopter rescue from the water of the Freycinet basin.

Training Equipment for Survival at Sea Safety.
The purpose of Lot 2 is the study, supply, installation, commissioning, maintenance, and training in the use of equipment necessary for basic and advanced practical survival exercises at sea according to international OPITO, GWO, and STCW standards. The equipment consists of: - an access ladder and a helicopter rescue platform, which is the subject of Lot 1 of this call for tenders and will be integrated into this set of equipment under Lot 2 - a handling and mooring platform - a gravity davit and one or more rescue cranes with all lifeboats and rafts. - a fire fighting training simulator - a water basin with helicopter basket - storage spaces, sanitary facilities, and classrooms
