Qualification system for engineering services in the field of civil engineering in substations.

Within the framework of this call for tenders, interested engineering firms can qualify to participate in later project tenders. The tender is divided into two lots.

You will find four questionnaires in this tender. Questionnaire 1 applies only to suppliers who are already qualified as A or B suppliers with TenneT through the previous PQ procedure (TED number 521180-2017). Questionnaire 2 concerns the qualification for Lot 1 of the tender. Questionnaire 3 concerns Lot 2 of the tender. Qualification for Lot 2 includes qualification for Lot 1. Questionnaire 4 contains only informative supplementary documents for individual calls, such as example performance specifications. No processing is required other than review.

Lot 1: Support services for the preparation of the technical concept for greenfield projects

Soil investigation
Soil concept
Access road concept
Measures for clearing the construction site
Examination of water supply and drainage, electricity and telecommunication supply
Examination of property drainage/drainage options
Ecological mappings, flora/fauna

Please note that these services can be partly carried out by subcontractors.

Lot 2: Planning services and construction supervision

Example service components:
Object planning (civil engineering, specialist deep construction, steel construction, traffic facilities)
Structural planning (civil engineering, specialist deep construction, steel construction)
Preparation of BImSchG documentation
Preparation of the award and support for the award procedures for construction services
Water rights applications and planning
Reports (soil, EMC, noise)
Fire protection planning, landscape conservation support plan, species protection legal contribution
CAD drawings
Surveying services
Construction management/construction supervision
Object supervision

All documents of this qualification system are the property of the client. The documentation mentioned is to be used only for the purpose of preparing offers. It is confidential. Publication, reproduction, and transfer of these documents to third parties, even in part, is only permitted with prior written consent from the client. Changes compared to the previous TED publication:
This qualification system has already been published as part of the TED publication 521180-2017. Some changes have been made as part of the new publication. One service package (Lot 1: Support services for the preparation of the technical concept for greenfield projects) has been added. Additionally, the questions of the questionnaire for the original service package (Lot 2: Planning services and construction supervision) have been revised regarding categorization into minimum requirements, additional requirements, and further information. Some requirements have been adjusted, and some (e.g., references) have been lowered (see procedural guide including appendices).

All engineering firms that have received a rejection in the past have the opportunity to reapply due to the changed framework conditions, either for Lot 1 or Lot 2.
