Consultancy Title –   Senior Monitoring and Evaluation Specialist



The Government of Mozambique, represented by the Ministry of Transport and Logistics (MTL), has requested financing from the World Bank to fund the Safer Roads for Socio-Economic Integration Program of Mozambique, and intends to apply part of these resources for consulting services.



Therefore, the Ministry of Transport and Logistics (MTL) invites qualified and eligible individual consultants to submit their expression of interest for the position of a Senior Monitoring and Evaluation Specialist.



The Senior Monitoring and Evaluation Specialist of the Project Management Unit (UGP) will, among other functions, provide advisory and practical support to the MTL on all matters related to M&E; ii) improve the overall M&E process and supervision of projects in preparation and implementation; iii) assist in developing and strengthening the capacity of the MTL, including UGP staff, in M&E activities.



Job Requirements



The Senior Monitoring and Evaluation Specialist must possess the following qualifications and skills:




  • Master's degree or postgraduate in Management or Project Monitoring;

  • At least fifteen (15) years of general experience in project M&E and project management support;

  • At least ten (10) years of proven experience in M&E with programs and projects, policies and procedures financed by the World Bank;

  • Proven international experience in evaluating development programs or projects in the SADC region;



Attention of interested Consultants is drawn to Section III, numbers 3.14, 3.16, and 3.17 of the “Procurement Regulations for Borrowers of the IPF” of the World Bank, dated September 203 (“Procurement Regulations”), which establish the World Bank's policy on conflict of interest. In addition, the consultant must consult the following specific information on conflict of interest related to this consultancy.



The Consultant will be selected in accordance with the Individual Consultant Selection Method established in the Procurement Regulations.
