Design and execution of works for an electricity storage system in batteries to enhance the operation of the photovoltaic power plant in Craiova, supporting sustainable energy development and integration of renewable sources.

Design and technical assistance services, documentation verification by certified verifiers, and execution of works for the project "Electricity storage system in batteries for the operation of the photovoltaic power plant of the Municipality of Craiova", according to the requirements of the specifications document no. 43962/R1/03.03.2026 and the attached technical documentation.
The present procurement of services and works is initiated in the context of implementing the investment objective regarding the installation of an electricity storage system in batteries (BESS) within the photovoltaic power plant of the Municipality of Craiova, as part of the local strategy for the development of sustainable energy infrastructure and increasing the capacity to integrate renewable energy sources.
The necessity to carry out the investment is based on the evolution of energy consumption at the municipal level, on the stability and flexibility requirements of the local energy system, as well as on the energy transition and decarbonization objectives assumed through national and European strategic documents. Implementing an electricity storage system allows for optimizing the operation of the existing photovoltaic power plant, increasing the degree of self-consumption, reducing energy losses, balancing energy flows, and increasing the security of electricity supply.

The estimated value of the contract is 23,112,927.69 lei (excluding VAT), composed, according to the General Estimate approved by HCL no. 510/2025, of:
- Design services, technical assistance, and documentation verification by certified verifiers: 100,000.00 lei excluding VAT;
- Base investment expenses (Cap. 4): 22,912,927.69 lei excluding VAT, of which:
-Construction and installations (Cap 4.1): 3,186,264.45 lei excluding VAT;
-Installation of machinery, technological and functional equipment (Cap 4.2): 795,850.00 lei excluding VAT;
-Machinery, technological and functional equipment requiring installation (Cap 4.3): 18,855,813.24 lei excluding VAT;
-Intangible assets (cap. 4.6): 75,000 lei excluding VAT
- Construction and installation works related to site organization (cap. 5.1.1): 100,000.00 lei (excl. VAT).

Note: The estimated value of the contract does not include amounts related to unforeseen expenses, budget margins, and implementation reserves for price adjustments, as provided in the General Estimate, which may be accessed, as needed, under the conditions specified in Art. 221 of Law no. 98/2016, with subsequent amendments and completions.

Modification of the public procurement contract during its validity period is carried out under the conditions provided by Art. 221 of Law no. 98/2016, with subsequent amendments and completions. Deadlines for submitting/responding to requests for clarifications/additional information:
A. In accordance with the provisions of Art. 160 para. (1) of Law no. 98/2016 with subsequent amendments and completions, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 18 days before the deadline for submitting offers.
B. According to the provisions of Art. 160 para. (2) of Law no. 98/2016, with subsequent amendments and completions, the contracting authority will respond clearly and completely to all requests for clarifications in one day, namely on the 11th day before the deadline for submitting offers, through a consolidated response, provided that the clarification requests are submitted within the specified term.

The object of the contract resulting from this procedure consists in the design and execution of all works identified in the feasibility study and the related annexes and includes:
i. Preparation: documentation for PAC and POE;
ii. Preparation of Technical Execution Project (PT + DE, CS);
iii. Technical assistance from the designer during the execution of the works until final acceptance
iv. Verification of the design documentation by certified project verifiers;
v. Preparation of documentation and obtaining the connection certificate for electricity production from the energy distributor;
vi. The technical book of the construction;
vii. acquisition of all materials and products necessary, all machinery, means, and equipment (including any lifting or handling machinery) necessary for the implementation of the contract;
viii. any temporary activity or work necessary for site preparation, or any necessary authorization from the competent authorities for the Contractor to carry out the works and perform temporary activities and works;
ix. transport to the site of any materials, machinery, components, and work equipment, any normal or extraordinary means necessary for the execution of the works;
x. any testing and relevant tests, as required by legislation and regulations in the quality assurance system in construction;
xi. any consumables necessary for the execution of the works and carrying out tests;
xii. normal and extraordinary maintenance of the works until they are handed over to the Contracting Authority;
xiii. activities and consumables necessary for keeping the site clean and functional, dismantling and removing any works or temporary activities;
xiv. preparing any documentation necessary for the Contractor for the execution and design of works, documentation that includes but is not limited to:
a. General timelines for carrying out public investment (physical and value);
b. Quality plan for execution;
c. Quality control plan;
d. Certifications and results of material tests
e. Own security and health plan
xv. Documenting the information necessary for the technical book of the construction, including documenting the operation instructions.
Note 1: At the PAC and Execution Technical Project phases, in preparing the General Estimate, both the provisions of HG 907/2016 regarding the stages of development and the framework content of the technical-economic documents related to public investment objectives/projects funded from public funds and the Technical approval for connection issued by the electricity distributor no. 001500047083/18.06.2025 will be taken into account.
Note 2: In preparing the Technical project for execution and in executing the works, the DNSH principles provided in specification document 43962/R1/03.03.2026 and Feasibility study – project no. RC 880/2025 shall be respected.
The services and works that are the object of the public procurement contract are detailed in the specifications document no. 43962/R1/03.03.2026 and the technical documentation made available within the award documentation.
The estimated value of the contract does not include amounts related to diverse and unforeseen expenses, budget margins, and implementation reserves for price adjustments, as provided in the General Estimate, which may be accessed, as necessary, under the provisions of Art. 221 of Law no. 98/2016, with subsequent amendments and completions.
