DEVELOPMENT OF THE STRATEGY AND OPERATIONAL PLAN FOR ECOTOURISM CONCESSIONS IN THE RESERVES AND NATIONAL PARKS OF THE MADAGASCAR NATIONAL PARKS NETWORK

  1. The Government of the Republic of Madagascar has obtained financing from the World Bank to cover the cost of the Economic Transformation for Inclusive Growth Project (PIC3), and intends to allocate a part of the proceeds to consulting services.

  2. Madagascar National Parks (MNP), a recognized public utility association duly mandated by the Malagasy State, ensures the conservation and sustainable and rational management of a Network of 43 Protected Areas. MNP considers ecotourism as a strategic lever for the sustainable financing of its actions and local development. In order to enhance the economic valuation of the Network, MNP wishes to optimize the management of services (accommodation, catering) by mobilizing private investment through environmentally friendly ecotourism concessions. The overall objective of this mission is to provide MNP with an updated strategic vision and an operational plan for the establishment of ecotourism concessions within its Network. The specific objectives include (i) conducting a diagnostic and consolidating achievements in terms of concessions, (ii) defining strategic orientations and frameworks governing these concessions, (iii) establishing management instruments (standard contracts, procedural manuals) and (iv) developing an operational plan including a sustainable steering mechanism. The mission will cover the entire Network with pilot applications on six priority parks: Ankarana, Lokobe, Nosy Hara, Analamazaotra-Mantadia, Bemaraha, and Tsimanapetsotsa.

  4. The PIC3 Project now invites eligible consulting firms to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and include the following documents in their submission:




  • A letter of expression of interest

  • The presentation of the consulting office

  • References regarding the execution of similar contracts. Experiences in similar missions should highlight for each mission the title, name, address and contacts of the Client, the year of implementation specifying the start and end dates of the mission, the contract amount, the list of profiles and number of key experts who carried out the mission.



 



At the stage of expression of interest, it is strictly forbidden to provide information about key personnel as key experts will not be evaluated at this stage of the process.



5. Attention of interested Consultants is drawn to Section III, paragraphs 3.15 and 3.16 of the “Procurement Regulations for FPI Borrowers” of the World Bank, sixth edition - February 2025, which sets out the World Bank's policy on conflict of interest.



6. A Consultant will be selected according to the Consultant's Qualifications Based Selection (CQS) method described in the Procurement Regulations.



7. Consultants may associate with other firms to enhance their qualifications, but must clearly indicate whether the association takes the form of a joint venture and/or subcontracting. In the case of a joint venture, all members of the joint venture will be jointly responsible for the entire contract, if selected.
