Description:
Acquisition of a software development package for an integrated platform to enhance local public administration efficiency and facilitate citizen access to services in the Municipality of Nucet.

The subject of the procurement is the acquisition of a software development package - an integrated platform intended to manage the activity of the local public administration in the municipality of Nucet, with the main aim of facilitating processes through the implementation of digitalization solutions. This procurement is taking place within the project "Regional Program South-Muntenia 2021–2027". In the current context of digital transformation, public and private institutions are facing an ever-increasing volume of data and documents, essential both for daily activity and for quick decision-making. The implementation of a dedicated software system for managing databases will significantly contribute to modernizing the institution's activity, aligning it with current standards regarding administrative efficiency, data protection, and decision-making transparency. The technical and functional details of the requested products are presented in the Specification, a document that contains all necessary information for preparing a compliant offer. The number of days until clarification requests can be submitted prior to the deadline for submitting offers: 18 days. Clarifications requested after this deadline will not be considered. The contracting authority will respond clearly and completely to all clarification requests/additional information, on the 11th day before the established deadline for submitting offers. Modification of the public procurement contract, during its validity period, can be carried out under the conditions provided in art. 221 of Law no. 98/2016 and the provisions of ANAP Instruction no. 1/2021. This procedure is conducted under the condition of obtaining the necessary funds and approval of the project. Otherwise, the procurement contract will not be concluded, and bidders assume this risk at the time of submitting offers.

This procedure aims at the acquisition of an Integrated Digital Platform for the Municipality of Nucet, within the framework of the Regional Program South-Muntenia 2021-2027 Specific Objective RSO 1.2 - Capitalizing on the Benefits of Digitization for the Benefit of Citizens, Companies, Research Organizations, and Public Authorities. The necessity of acquiring this platform has been determined by the desire to ensure, under optimal conditions, the provision of public services and to facilitate citizens' access to local administration services through an efficient unified digitalization solution. The platform will support both the personnel of the public authority and citizens by simplifying and streamlining administrative processes. The supply contract includes the delivery, installation, configuration, and training of personnel for the effective use of the IT platform necessary for carrying out the specific activities of the local public administration in the municipality of Nucet. In this regard, the contract will include at least the following components, products, and ancillary activities: ● The products and services specified in the Specification; ● Delivery, installation, and configuration of the products at the premises of the contracting authority and, where applicable, at the premises of its subordinate structures, as well as personnel training, if necessary; ● Providing warranty for the supplied software applications, for the entire duration of the contract, at the delivery locations; ● Assistance for managing orders and for resolving complaints or other requests regarding the implementation of the contract
