The client is a regional network operator for electricity, heat, water, and internet service. Due to a current target network planning, the client expects an additional capacity requirement starting from 2029 in Itzehoe-Nord of approximately 50 MW (n-1), which can be provided through a network connection at the Itzehoe-West substation by SH-Netz. In order to further distribute this capacity, the client must construct a new substation ("UW Itzehoe-Northwest"), in addition to building a 110 kV underground cable route (which is not the subject of this procedure). Additionally, further network connection capacities at the industrial site in Lägerdorf are needed in the course of the decarbonization of the cement plant industry starting from 2029. The construction of the 110 kV underground cable connection is part of an overall measure to implement a CO2 value chain with the goal of operating one of the first climate-neutral cement plants in Europe by 2030. The required capacities cannot be provided solely via the existing capacities at the Lägerdorf substation ("UW Lägerdorf"), but can be supplied via the Itzehoe-West substation with an additional up to 134 MW (n-1) network connection capacity. Therefore, the client must establish a new 110 kV underground cable route from the Itzehoe-West substation via the Itzehoe-Northwest substation to the Lägerdorf 110/20 substation for the power supply of the industrial site. The project will be implemented as a 110 kV underground cable according to § 43h EnWG. The application for plan approval is to be submitted by the end of 2026 at the latest.

This procurement process concerns further planning services following the submission of the planning approval application, particularly execution planning (primarily open construction method including integration of the planning results of the closed construction methods) and construction supervision (based on HOAI Phases 5-9), i.e., 1. Execution planning of the route 2. Preparation of tender documents for the civil engineering general contractor 3. Participation in the awarding process 4. Construction supervision of civil engineering works and cable assembly along with upper construction management of special structures 5. Object management for the construction of the 110 kV cable route from the Itzehoe-West substation to the Lägerdorf 110/20kV substation. The services will be called off in stages.
