The subject of this public procurement is the upgrade of the Traffic Management System (TMS) through the design of new traffic light installations at intersections in the city of Plovdiv, as well as the design of modifications to existing traffic light installations at intersections included in the TMS, within the framework of the project "Introduction of an Ecological, Clean, and Integrated Urban Transport in Plovdiv" under the "Regional Development" Program 2021-2027.
The scope of the procurement includes the execution of the following activities:
Activity 1: "Development of a technical project";
Activity 2: "Author supervision during construction works".
The design activities that are included in the scope of this procurement concern 20 intersections in the city of Plovdiv, specified in the Technical Specifications. The specific 20 intersections will be assigned for design by the Contracting Authority after signing the contract with the Contractor. For 3 of the intersections, which will be specified further by the Contracting Authority, an accessible environment must be designed.
Depending on the current condition of each intersection, the Contracting Authority envisages two main types of design, which differ by scope and parts of the projects to be included.
Design Type 1 relates to intersections (9 in total) where construction works are needed for the construction of new structures or drainage networks and includes projects in the fields of Geodesy, Road (POD and WAT), Electrical Engineering, Structural, etc.
Design Type 2 relates to intersections (11 in total) where it will be necessary to replace or install new equipment without the need for construction works, and includes only the parts of Road (POD and WAT) and Electrical.

The projects must be prepared by a team of qualified designers in accordance with ZUT, Regulation No. 4 of 21.05.2001 regarding the scope and content of investment projects, Regulation No. RD-02-21-2 of October 24, 2024, regarding the organization of traffic on roads with traffic lights, as well as the requirements of the legislation in force at the time of preparation.
The project should be prepared in the stage of Technical Project, and depending on the type of intersection (Type 1 or Type 2), it must include some or all of the following parts: “Geodetic”; “Road”; “Traffic Organization and Safety”; “Structural”; “Electrical”; “Public Safety”; “Safety and Health Plan”; “Emergency Preparedness Plan”.
The Contractor must carry out author supervision in accordance with the requirements of article 162 of ZUT and the contract for execution. By conducting supervision by the designer-authors of the individual parts of the investment project, the accurate implementation of the project is guaranteed, adherence to technological and construction rules and standards, as well as the preparation of project documentation for the commissioning of the object. The Contractor must exercise author supervision during the construction in accordance with the approved project documentation and applicable legislation, through designers of the individual parts of the project or authorized persons, provided that the authorized persons possess the necessary qualifications.
