The purpose of the contract is to provide services related to strategic support for the development of PACE2040. Description of the services to be carried out: The strategic support aims to assist the administration in the development of the Air Climate Energy Plan 2040. This support will take the form of a portfolio of policies and structural measures aimed at achieving the Walloon objectives in terms of climate, energy, and air quality by 2040. In addition, a flexible tool in Excel format will allow for estimating the individual impact and cost of each measure and adapting them later. Furthermore, all macroeconomic, health, environmental, social impacts on employment, education, and worker qualifications of the measures, as well as their social acceptability and the risks associated with their implementation, will need to be evaluated qualitatively and quantitatively as far as possible. Finally, the cost of the measures will be presented indicating the type of cost (CAPEX/OPEX), the funding sources considered (private - citizens, businesses, financial institutions - , public - European budget, federal, regional, local, support mechanisms, etc.). Each measure will also be presented in terms of cost per ton of CO2/pollutant reduced.
