The company Aéroports de la Côte d'Azur (ACA), concessionaire of Nice Côte d'Azur and Cannes-Mandelieu airports, intends to entrust an economic operator, within the framework of a sub-concession contract, with the financing, design, installation, operation, maintenance, and renewal of a fleet of electric vehicle charging stations intended to equip the parking lots located at both airports in accordance with current regulations. The sub-concession contract is entered into pursuant to Articles L. 1121-1 and L. 3120-1 of the Public Procurement Code, in accordance with the provisions of the third part of said code relating to concessions. The sub-concessionaire will bear the risk related to the operation of the service, with their remuneration substantially ensured by the revenues collected from users.

Installation, operation, and maintenance of IRVE – Nice Côte d'Azur and Cannes-Mandelieu Airports.
Description of the services: The scope of the sub-concession covers the parking lots of the Nice and Cannes airports subject to regulatory obligations for electric vehicle charging infrastructure equipment. As of the date of the consultation launch, the affected parking lots represent a total of 7522 parking spaces distributed as follows: • Nice Côte d'Azur Airport – Terminal 1: 1,405 parking spaces; • Nice Côte d'Azur Airport – Terminal 2: 5,537 parking spaces; • Cannes-Mandelieu Airport: 580 parking spaces. The sub-concessionaire will be responsible for making the necessary investments for the deployment of IRVE as well as their commercial operation. They will collect revenues related to the use of charging stations by users, responsible for amortizing the works, covering operating and maintenance costs, and ensuring the economic balance of the sub-concession. The infrastructure fleet will consist of new stations to be installed and existing stations provided by ACA: 39 stations at Terminal 1, 142 at Terminal 2, and 15 at Cannes-Mandelieu airport. The current regulatory framework sets a threshold of 5% of parking spaces, while a European directive not yet transposed into French law anticipates an increase in the threshold to 10% by January 1, 2027. This minimum regulatory equipment threshold set by European Directive 2024/1275 of April 24, 2024, on the energy performance of buildings (10% of spaces) corresponds to 752 charging points, distributed as follows: • 141 points at Terminal 1 of Nice Côte d'Azur Airport; • 554 points at Terminal 2 of Nice Côte d'Azur Airport; • 58 points at Cannes-Mandelieu airport. The total combined power of the charging points is estimated at 2,800 kVA. The connection of all charging points will be carried out on an independent network from the airport's private network. The infrastructure necessary for this network must be created, including the delivery and transformation station, the TGBTs, as well as the HTA and BT connections. The financing and connection to the electrical network to supply the IRVE will be taken care of by the sub-concessionaire. The sub-concessionaire must guarantee the availability of the equipment, their interoperability with existing charging standards, as well as their scalability to support the rise of electric mobility and comply with applicable regulatory developments throughout the duration of the contract. The French regulations impose a minimum number of charging points based on the number of spaces: o 5% in the short term (currently in force LOM law) o 10% in the long term (evolution of European Directive 2024/1275 of April 24, 2024) These thresholds are expressed in “classic” AC charging points (minimum 3.7 kW, up to 22 kW).
