The subject of the tender is a framework agreement with several economic participants for consulting and support for AOK PLUS - The Health Insurance Fund for Saxony and Thuringia. The consulting services are to be provided primarily in the following areas of action: - Corporate strategy/business fields - Needs-based and quality-oriented health services - Customer management and customer loyalty - Sustainable finances and management - Efficient data & IT - Process optimization - Organizational development/transformation The scope of individual commissions may also include consulting services related to the overall corporate management approach of AOK PLUS. There is no obligation for the client to call off from the framework agreement. Binding sales volumes are not guaranteed. Framework Agreement for Strategic Consulting.
The subject of the tender is a framework agreement with several economic participants for consulting and support for AOK PLUS - The Health Insurance Fund for Saxony and Thuringia. AOK PLUS intends to conclude framework agreements with up to 5 companies. The consulting services are to be provided primarily in the following areas of action: - Corporate strategy/business fields - Needs-based and quality-oriented health services - Customer management and customer loyalty - Sustainable finances and management - Efficient data & IT - Process optimization - Organizational development/transformation The scope of individual commissions may also include consulting services related to the overall corporate management approach of AOK PLUS. Based on the framework agreement, the client can commission consulting services such as management and strategy consulting, concept and methodology consulting, and/or support for projects and/or implementation assistance in the form of individual work packages as needed by direct call-off or after a competitive call-off procedure involving the framework contract partners. Further details can be found in the service description attached as Annex 1 to the application conditions. This also contains a description of the procedure for awarding individual contracts. AOK PLUS service GmbH (subsidiary of AOK PLUS) and kubus IT - Cooperative of Public Law Corporations eGbR (subsidiary of AOK PLUS and AOK Bavaria) receive a call-off right. They are each entitled, but not obliged, to meet their needs from this framework agreement. For further details, please refer to point II.2 of the participation conditions. The specific consulting needs depend on various internal and external factors and developments that primarily cannot be reliably assessed when directed towards the future. Due to the decision of the ECJ (ECJ, judgment of 17.06.2021, C- 23/20), the client is required to determine a maximum quantity of services for a framework agreement that may be the subject of individual contracts within the maximum duration of the framework agreement. Consulting services can be called off up to a total amount of 40 million EUR (exclusive of VAT) under this framework agreement. Only individual commissions are decisive. However, there is no obligation for the client to call off from the framework agreement. It is also possible that there may be no individual commissions during the course of contract implementation or that the scope of individual commissions may be significantly smaller. Binding sales volumes are not guaranteed. The client reserves the right to commission consulting services in addition to this framework agreement, particularly specialized consulting services. In this context, the client also points out that it maintains various agreements for or with consulting services and reserves the right to conclude further agreements in the future. There is no exclusivity based on this framework agreement. The same applies to the other call-off rights holders.
