Description:
Construction of a photovoltaic installation with an energy storage system and energy management system for the electricity production needs of Drukarnia PANORAMA, allowing for innovative bifacial technology and compliance with specific operational conditions.
Construction of a photovoltaic installation with an energy storage system 1. Detailed description of the subject of the contract (SOPZ) is contained in the Technical Documentation attached as Annex No. 1 to this inquiry. The contracting authority allows equivalent solutions in terms of devices, materials, and execution methods indicated in the Technical Documentation, provided they ensure the required functions and meet the parameters specified in the inquiry and Annex No. 1 as minimum standards. Equivalent devices to those indicated in the Technical Documentation are permitted, provided the required installation functions and the following parameters are maintained: • The total installed power of photovoltaic modules, calculated as the sum of their rated powers, must be at least 149.64 kWp but not more than 150.00 kWp. • Storage power 100 kW, nominal capacity 96.8 kWh. An equivalent storage is allowed if its power is not less than 100 kW and nominal capacity not less than 96.8 kWh. 2. The subject of the contract is the construction of a photovoltaic power plant with an energy storage system and energy management system (EMS), intended primarily for the own electricity production needs of the Contracting Authority. The installation will operate in parallel with the distribution network of PGE Dystrybucja S.A. Unused energy will first be directed to the energy storage. After meeting the operator's requirements and concluding the required contract, it is permitted to feed remaining surpluses into the grid, respecting the injection power specified in connection conditions No. 25-B0/WP/00020 dated 10 February 2025. The installation, its control system, and protection must meet these conditions. The project includes: a) Construction of a photovoltaic installation: • Bifacial photovoltaic panels • Hybrid inverter • Roof mounting on mounting structures for pitched roofs • Increasing ground albedo b) Construction of an energy storage system: storage with 100 kW power and 96.80 kWh capacity. The storage system will be freestanding and weather-resistant. c) Implementation of an energy management system that reads data from: • sunlight irradiation, • instantaneous generated power, • instantaneous consumed power, • storage state of charge, • fire protection. Based on these, the system controls/regulates: • the power of the power plant so that the injected power into the grid does not exceed the permitted value in the grid connection conditions, • storage charging in case of overproduction (instantaneous production exceeding consumption), • switching on loads to maximize self-consumption in case of overproduction, • charging or discharging the energy storage depending on the hourly price on the Day-Ahead Market of TGE (Polish Power Exchange), • utilizing the possibilities of photovoltaic inverters and storage—controlling reactive power so that the power factor seen from the grid side (cos φ) does not fall below 0.93. The contractor is obliged to ensure that the installation, energy storage, and cooperating devices comply with the technical requirements of the relevant DSO operator. 3. The installation must meet the conditions of innovativeness. An innovative photovoltaic installation constitutes a separate set of devices used for electricity production. In photovoltaics technology, bifacial modules are considered innovative technology, which can generate more electricity than standard single-sided modules of the same silicon technology and aperture area. Application of bifacial module technology requires a non-standard supporting structure that allows sunlight to reach the rear surface of the photovoltaic panels and increases albedo of the surface under the PV panels. More details in the RES Guide "Funding for investments in renewable energy sources" (Annex No. 2 to the Terms of Reference). Category: Supply / Other supplies CPV: 09331200-0 Photovoltaic solar modules, 09332000-5 Solar installations, 31422000-0 Battery kits, 45310000-3 Electrical installation works, 45315300-1 Electrical power supply installations, 48000000-8 Software packages and IT systems, 48921000-0 Automation system, 72212700-6 Application software development services Place of execution: Białystok, Podlaskie Voivodeship Evaluation criteria for bids: - Criterion weight 60%. The maximum score will be awarded to the offer with the lowest net price Cr. Points in criterion K1 will be awarded according to the formula: K1 = Cr/Ck × 100 × 60% where: Cr – lowest net price among all offers Ck – net price of the evaluated offer - Completion time criterion weight - 20%. Points will be granted according to: K2 = Tmin/Tb × 100 × 20% Tmin – shortest completion time among submitted offers measured in days from the contract signing date Tb – completion time of the evaluated offer measured in days from contract signing date - Parameters criterion: (5 points for compliance, 0 points for lack; max 20 points) - module ≥ 500 W; - active inverter temperature management; - PV power input per MPPT ≤ 20 kWp; - after 6000 cycles storage retains ≥ 70% rated capacity.
Conditions of participation: - Knowledge and experience: The contracting authority requires that within the last 5 years before the deadline for submission of offers, or for a shorter period if the Contractor operates for a shorter time, they have duly performed: at least one order covering the construction of a photovoltaic power plant with a capacity of not less than 100 kW, at least one service including installation of an energy storage system with a capacity of not less than 50 kWh, at least one order covering installation of an energy management system, - Persons capable of performing the contract: The contracting authority requires that the Contractor participating in the procedure employs or will employ persons with necessary qualifications to perform the contract, i.e.: at least one person holding a D certificate authorizing supervision of devices, installations, and networks; at least one person holding an E certificate authorizing operation of devices, installations, and networks in an operation position. - Economic and financial situation: The contracting authority will consider the condition met if the Contractor proves civil liability insurance in the scope of business activity related to the subject of the contract for at least PLN 800,000. The proof is a valid, paid OC insurance policy or another insurance document confirming the Contractor's insurance, submitted no later than before signing the contract. - Additional conditions of participation: Due to the necessity of complying with the DNSH principle at every project stage, the contracting authority requires the Contractor to have an implemented environmental management system aimed at reducing the negative impact of the conducted activity on the natural environment. The condition is met if the Contractor holds a valid ISO 14001 certificate, valid registration in the EMAS system, or another equivalent certificate or document confirming implementation and application of environmental management procedures including emission limitation, waste management, rational resource use, and actions minimizing environmental impact. The document must be valid on the day of submitting offers.
