Description:
The project aims to modernize the 110 kV substations by implementing advanced technological solutions, enhancing safety and operational efficiency, and integrating monitoring systems while reducing environmental impact and maintenance costs.

The main objective of the project is the modernization of the 110 kV substations CHE Moroieni, 6.3 kV and 110 kV CHE Dobrești, 6.3 kV and 20 kV CHE Scropoasa, considering the realization of the following:
- implementation of modern cutting-edge technological solutions in order to ensure an optimal power flow regime, reduce self-consumption and eliminate the risk of accidents for operational maintenance personnel;
- implementation of standard communication interfaces for integration into the automation and SCADA systems that will be developed at the level of these hydroelectric power plants. Redundant fiber optic networks will be established between all digital equipment in the field and ensure synchronization of their internal clock;
- implementation of monitoring systems for electrical and non-electrical parameters corresponding to the equipment in the electrical stations;
- implementation of a system for monitoring, storing and interpreting events corresponding to the electrical protections that will be installed in the stations;
- adapting to the current applicable legislation;
- reducing environmental impact;
- reducing costs for materials and maintenance activities, preventive and corrective maintenance;
- increasing the level of operational safety, reliability and availability of hydropower units;
- achieving a life cycle of at least equal to the normal operating period according to HGR 2139/2004 for installations and equipment;
- provision of non-polluting materials and technologies.
- The configurations of the stations, on the primary circuit side, will remain unchanged from a functional point of view, but devices may be added that increase the level of work safety.
In accordance with the provisions of art. 172 para. (2) of Law 99/2016 with subsequent modifications and completions, the Contracting Authority establishes two deadlines in which it will respond (CONSOLIDATED) clearly and completely to all requests for clarification/additional information, as follows:
1. DEADLINES FOR REQUESTING CLARIFICATIONS:
FIRST DEADLINE FOR REQUESTS FOR CLARIFICATIONS:
- 35 days before the deadline for submitting Offers;
FIRST DEADLINE FOR RESPONDING TO CLARIFICATION REQUESTS:
- 30 days before the deadline for submitting Offers
SECOND DEADLINE FOR REQUESTS FOR CLARIFICATIONS:
- 20 days before the deadline for submitting Offers;
SECOND DEADLINE FOR RESPONDING TO CLARIFICATION REQUESTS:
- 15 days before the deadline for submitting Offers
