The description of the subject of the contract is specified in point 3 SWZ. 1. The public procurement procedure is conducted in an open tender mode based on Article 132 of the Pzp Act, the executive acts to this Act, and this Specification of Procurement Conditions, hereinafter referred to as “SWZ.” 2. The estimated value of the contract exceeds the amount specified in the announcement by the President of the Public Procurement Office issued based on Article 3 paragraph 2 of the Pzp Act. 3. The contracting authority anticipates the use of the so-called reverse procedure mentioned in Article 139 paragraph 1 of the Pzp Act, i.e., The contracting authority will first assess and evaluate the bids, and then qualify the Contractor whose bid has been rated highest regarding the absence of disqualification grounds and fulfillment of participation conditions in the procedure. Legal basis: Directive 2014/24/EU. 4. The contracting authority does not foresee electronic auctions. 5. The contracting authority is not conducting a procedure to conclude a framework agreement. 6. The contracting authority does not foresee submitting a bid in the form of electronic catalogs. 7. The contracting authority does not foresee granting orders referred to in Article 214 paragraph 1 point 7 of the Pzp Act. 8. The contracting authority does not foresee settlements between the contracting authority and the contractor in foreign currencies. 9. The contracting authority does not foresee a dynamic purchasing system. 10. The contracting authority does not foresee the submission of variant bids. 11. The contracting authority does not reserve the possibility of applying for the contract solely for the contractors referred to in Article 94 of the Pzp Act. 12. The contracting authority does not set employment requirements for persons referred to in Article 96 paragraph 2 point 2 of the Pzp Act. 13. The contracting authority does not allow reimbursement of participation costs in the proceedings. 14. The contracting authority does not foresee any other means of communication than through electronic communication channels.
