Fintraffic Meriliikenteenohjaus Oy (hereinafter referred to as the Contracting Authority or Fintraffic) is establishing a framework arrangement for the continued development and maintenance services of the D/S POLO (Port Activity) service. The D/S POLO targeted by the expert services is a cloud-based maritime logistics situational awareness and operational management system that operates on a SaaS model (Software as a Service). The main task of the service is to present vessel and time information in a consolidated manner, but it also includes various operational functionalities for ports and other maritime operators.
The duration of the framework arrangement is four (4) years, and a maximum of five (5) suppliers will be selected. Fewer than five (5) suppliers may be chosen for the framework arrangement only if there are fewer than five (5) providers meeting the qualification requirements.
The internal procurements under the framework arrangement will be made in accordance with the operational model described in the framework contract template found in Annex B of the tender document. The annual total value of acquisitions made under the framework arrangement is estimated to be around 1,000,000 euros. However, the contract does not include any binding purchase obligations, and the quantity information presented in the tender documents are non-binding estimates for the Contracting Authority.
