This tender concerns 10 concession contracts (sub-agreements) for the establishment and operation of charging stations for Frederiksberg Municipality. The charging stations must be able to deliver an output power of 22 kW (sub-agreements 1-8) and a minimum of 50 kW (sub-agreements 9-10) – both types must be able to handle load sharing. In Frederiksberg Municipality, charging infrastructure has already been established, ensuring broad geographic coverage. However, the need for additional charging infrastructure is continuously increasing as the proportion of electric vehicles rises, and the charging infrastructure must be expanded to meet political objectives. Most of the existing charging infrastructure has been established with a five-year permit based on Section 80 of the Road Act before the AFI Act. As these permits expire, they are put out to competition in accordance with the AFI Act, and this tender is among other things a result of that. Additionally, 39 new locations where there are no charging stations today are also being tendered. Of these 39 new locations, fast chargers (min 50 kW) will be established at 4 of these locations. An overview of the locations, including information on whether they are existing or new locations, is included in the tender material. Bidders may choose to submit bids for one, several, or all sub-agreements. If submitting bids for multiple sub-agreements, bidders must indicate the order of priority in the bid list. Only bids that achieve a score of at least 5 for “Design/Aesthetics” will be eligible for contract award. This means that bids that do not meet this requirement will be excluded from the evaluation and thus not taken into consideration. A bidder can be awarded a maximum of three sub-agreements among sub-agreements 1-8 and a maximum of one sub-agreement among sub-agreements 9-10. The operators with whom the municipality enters into a contract will gain rights and obligations to operate charging points and provide charging services to end users. The tender is carried out in accordance with the European Parliament and Council Directive 2014/23/EU of February 26, 2014, on the award of concession contracts (the Concession Directive), as implemented by Executive Order No. 1080 of June 29, 2022, and is conducted as a public procurement. The annual concession fee during the agreement period for each sub-agreement will be determined based on the concession fee offered by the supplier. The awarded concession contracts will come into force and last as follows: • Sub-agreements 1-5: come into force on January 1, 2026, and run until December 31, 2035 • Sub-agreements 6-8: come into force on January 1, 2027, and run until December 31, 2036 • Sub-agreements 9-10: come into force on January 1, 2026, and run until December 31, 2035
