The procurement procedure includes the delivery, integration, commissioning, and maintenance of sensor and data services, particularly for the urban data platform cosma21 and other potential applications, including optional services. The services are awarded in three lots:
Lot 1: Hardware-based sensor solutions (e.g., air quality, noise, traffic, parking, smart lighting, energy consumption monitoring).
Lot 2: Hydrological early warning and forecasting system (heavy rainfall, flood, inundation, AI-supported forecasts, alert logic).
Lot 3: Climatological special data (model-based and satellite-based weather and climate data, heatmaps, wind maps).
The subject of this procurement procedure is the conclusion of framework agreements without establishing a commitment to acceptance in order to cover procurement needs of entitled parties that are not yet detailed, planned, or defined in the lots mentioned above.
LOT-0001
Hardware-based Sensor Solutions.
The procurement subject for Lot 1 includes:
• Delivery and installation of the sensors
• Power supply (grid, battery, or solar), with a battery pack with an integrated power supply provided as a standard to enable continuous power supply, primarily using street lighting as carrier infrastructure.
• Communication modules (e.g., LTE, LoRa, NB-IoT, 6LoWPAN)
• Regular operation including maintenance, replacement, and support
• Data provision in open formats and standard interfaces
Detailed information can be found in the tender documents.
Over the regular contract duration of the framework agreement, the contracting authority estimates a contract value of 15,000,000.00 Euros (net). The maximum value for this procurement procedure is set at a total of 17,000,000.00 Euros (net).
LOT-0002
Hydrological Early Warning and Forecasting System.
The procurement subject for Lot 2 includes:
• Provision and implementation of all three application areas (heavy rainfall, flood, inundation) as a fully functional, operationally ready solution
• Configuration, commissioning, and connection to the urban data platform cosma21 with bidirectional data exchange
• Provision of a multi-level, configurable alert logic for different target groups
• Use of regionally trained, site-specific optimized AI models for generating robust short-term forecasts
• Presentation of real-time data and forecasts in a web-based visualization platform
• Training of user groups, including interpretation and classification of AI-based analyses
• Maintenance, care, and support throughout the contract duration
Detailed information can be found in the tender documents.
Over the regular contract duration of the framework agreement, the contracting authority estimates a contract value of 7,500,000.00 Euros (net). The maximum value for this procurement procedure is set at a total of 9,000,000.00 Euros (net).
LOT-0003
Climatological Special Data.
The procurement subject for Lot 3 includes:
• High-resolution weather and climate data (e.g., Copernicus, Landsat)
• Interactive visualizations (e.g., heatmaps, wind maps, inundation models)
• Open and standardized interfaces for seamless integration into the urban data platform cosma21
• Optional additional integration of municipal sensor data
Detailed information can be found in the tender documents.
Over the regular contract duration of the framework agreement, the contracting authority estimates a contract value of 2,500,000.00 Euros (net). The maximum value for this procurement procedure is set at a total of 3,500,000.00 Euros (net).
