Description:
The procurement seeks a partner for maintenance and expert services for Palkeet's cloud environment, including Azure maintenance, cloud migration projects, and 24/7 service capability, while emphasizing the critical role of these services in Finland's security of supply.

OBJECT OF THE PROCUREMENT

The object of the procurement is the production of maintenance and expert services for the cloud environment of Palkeet.

Initially, the object of the procurement is thought to include:
- agreed maintenance services for Palkeet's Azure environment
- a project for the implementation of maintenance services
- aligning the selected supplier's service management and service processes with those of Palkeet
- development and expert services that complement the aforementioned services.

Additionally, the procurement may include, among other things:
- deliveries of cloud migration projects
- the right to acquire extensions to the services
- the right to acquire other expert services related to cloud services.

The services should be capable of being delivered on a 24/7 basis if necessary, every day of the year. It is also emphasized that the systems or services to be included under any potential continuous services procurement play a critical role in terms of Finland's security of supply in some respects.

The procurement initially does not include:
- the resale of Microsoft Azure consumption
- data center services.

The object of the procurement is described at a general level in Annex 1 of the participation request "Project Description". In addition, Chapter 3 of Annex 1 describes the requirements of the procurement at a preliminary and general level; Chapter 4 describes what type of data of Palkeet or third parties would be intended to be processed and stored in the services acquired from the selected supplier; and Chapter 5 discusses other potential observations related to the procurement and its subject matter, which will be clarified during the preparation of the procurement.

PRELIMINARY SCOPE OF THE PROCUREMENT

Palkeet is in the early stages of cloud transition. The aim would be to implement the cloud migration of the systems in phases between 2026 and 2030. The main target for the cloud transition is primarily SAP systems. The current number of servers for potentially migrating systems is approximately 150 to 250. The goal is that by 2026, the number of servers in the Azure cloud service would be about 30 to 50.

The estimated value of the procurement exceeds the EU threshold value.

PROCUREMENT AGREEMENTS

One or more procurement agreements will be drafted for the procurement, covering the entire service package. The contract periods of the procurement agreements will be specified during the procurement process, but the premise is that the contract regarding the maintenance service could be valid for a certain period, after which the contract would continue indefinitely. The procurement agreements may include Palkeet's right of withdrawal (Exit right). The notice periods will be specified in the relevant procurement agreement.

Hereinafter, the term procurement agreement (unit) will be used in the participation request.
