The procurement of services, licenses, and hardware equipment for the realization of the Integrated Data Application for IP services under the project "Digitalization of industrial property services for citizens and the business environment" - code SMIS 319685 has been approved through the Funding Application and respectively through Financing Contract no. 2/13.09.2025 (no. 204774/OSIM/13.09.2024) signed between the STATE OFFICE FOR INVENTIONS AND TRADEMARKS and the AUTHORITY FOR DIGITIZATION OF ROMANIA as the INTERMEDIARY ORGANISM for the Intelligent Growth, Digitization and Financial Instruments Program 2021-2027. On September 1, 2025, Addendum no. 1 to Financing Contract no. 2/13.09.2025 (no. 204774/OSIM/13.09.2025) was signed.
The overall objective of project code SMIS 319685 is to increase the degree of integration and utilization of information regarding Industrial Property (IP) rights by implementing an integrated data platform for industrial property services (PID-SPI) which, by unifying large data volumes from different internal sources, will support the activities of raising awareness of the importance of IP for the business environment, citizens, and other state institutions. The specific objectives of the project are:
1. Improving access to information from the 3 areas of industrial property managed by OSIM (designs-models, trademarks, and patents) for users, through the development of an integrated data platform for industrial property services.
2. Supporting OSIM's strategic decisions regarding the services it offers to citizens, the business environment, and other public institutions, in the field of industrial property by enabling the generation of reports, analyses, forecasts, and complex modeling.
3. Streamlining OSIM's activities by introducing IT management functionalities for online registry-type activities for individuals/legal entities/organizations, the private sector, and other institutional partners and automatic document transmission flows within the institution.
4. Automating the bidirectional data exchange between OSIM and other national and international public institutions.
The maximum estimated total value is composed as follows:

These estimated values for each component cannot be exceeded by the offers submitted within the procedure. The financial offer form is developed to verify the framing of the offered values within the component estimates. Additionally, bidders will verify and respect the document "DETAILING MAXIMUM ESTIMATED VALUES ACCORDING TO THE APPLICATION FOR FINANCING PROJECT 319685" so that the detailed estimated values in the project's Funding Application are not exceeded.
