Description:
The project involves acquiring spatial data on urban greenery, analyzing and visualizing this information, and developing an integrated green management system that includes features for social tree inventorying and ecosystem service valuation.


1) The subject of the order is the acquisition of spatial information regarding the distribution and health status of trees and other elements of urban greenery, as well as areas of urban heat islands and blue, green, and gray infrastructure, using specialized aerial remote sensing scanners and analysis methods based on machine learning. Additionally, fieldwork will acquire taxonomic, dendrometric, and diagnostic information about selected trees. The order also includes the use of existing data held by the Client and other data useful for the execution of the order.
2) Development, analysis, and visualization of the acquired data in the form of cartographic studies, along with a diagnosis of the factors shaping the adaptive potential of the city. The diagnosis should particularly assess the degree of surface sealing, the extent and intensity of the urban heat island, the state of green infrastructure, and the level of biodiversity. The results of the analyses should be presented in the form of thematic maps, made available as WMS and WFS web services and through a map portal, which is part of the integrated municipal green management system. The module should allow for interactive browsing, filtering, and analysis of spatial data, with a User authentication function, while some data may be made publicly available.
3) Development, implementation, and maintenance of an integrated municipal green management system, which includes administrative-operational, analytical, and public modules that will provide data about greenery and enable social tree inventorying.
4) As part of the municipal green management system, an algorithm for calculating the value of ecosystem services generated by individual trees should be developed and implemented, based on their species, dimensions, and location. The system must automatically calculate and present at least the following categories of ecosystem services: carbon dioxide absorption, air purification from suspended particles, rainwater retention, and energy savings resulting from the cooling effect of trees.
The execution deadline is:
1. Up to 16 months from the signing of the contract, but no later than December 1, 2027.
2. Detailed provisions regarding the execution deadline are specified in the contract template, which is Annex no. 4 to the SWZ.
Employment obligation:
1) The Client, in accordance with Article 95(1) of the Pzp Act, requires throughout the execution of the order that the Contractor or subcontractors employ persons performing tasks related to the performance of the order based on an employment contract under the conditions specified in Article 22 § 1 of the Labor Code of June 26, 1974, in particular tasks related to the pre-implementation analysis
