Description:
Region North Jutland is seeking a nationwide IT solution for telemedicine wound assessment that integrates with existing infrastructure and supports both health professionals and citizens in managing wound care.

Region North Jutland expects to publish a tender for a new public IT solution for telemedicine wound assessment in early October 2025. The solution is being procured on behalf of municipalities and regions in Denmark and is nationwide. The contract will be signed with Region North Jutland as the Common Public System Administrator (FOSA). The role of FOSA is expected to later transition to the upcoming self-governing institution Digital Health Denmark.
The solution must support the assessment and treatment of wounds, particularly in community wound care, through a number of IT-supported workflows. The new telemedicine wound assessment solution must integrate with/use the telemedicine infrastructure 'Common Dissemination of Telemedicine Infrastructure' (FUT). The solution must therefore operate within the operational environments of FUT (FUT-Infrastructure). The client wishes to offer health professionals a solution that can be used on mobile devices, among other things, to take pictures and evaluate them, as well as via a web browser where proper administration, communication, and overview of the citizen's course are maintained.
For citizens, a similar solution is expected that can be used on the citizen's own mobile device, also to take pictures and send messages to health professionals. The citizen should also have the opportunity to view their own course, either from a mobile device or via a web solution. Along with the solution, Region North Jutland wishes to have delivered a migration tool that can import data from an existing solution in connection with the implementation of the new solution. Region North Jutland also seeks assistance during the implementation. The supplier must provide ongoing application maintenance, support, and application operation of the solution after it has been put into operation.

In the upcoming tender, the following suitability criteria are expected to be applied:
* Financial key figures: As a minimum requirement, a positive equity in the last three (3) available financial years is required. If the applicant relies on the capabilities of other entities, it is required that at least one participating entity has had positive equity in the last three available financial years. In the case of a consortium of companies (e.g., a consortium), it is also required that at least one participant in the consortium has had positive equity in the specified period.
* Total annual turnover: As a minimum requirement, a total annual turnover of at least DKK 50 million in the last available financial year is required. If the applicant relies on the capabilities of other entities, it is required that at least one participating entity has had a total annual turnover of at least DKK 50 million in the specified period. In the case of a consortium of companies (e.g., a consortium), it is also required that at least one participant in the consortium has a total annual turnover of at least DKK 50 million in the specified period.
* Technical and professional ability: As a minimum requirement, at least one (1) comparable reference within the last three (3) years is required. A reference is considered comparable, 1) when it relates to the delivery of IT development in a domain-specific area, 2) when it relates to the delivery of an IT health solution for use in municipalities, regions, government authorities, private hospitals, or similar entities, 3) when the contract includes ongoing maintenance, support, and further development after implementation 4) when the IT health solution is developed to, or has been developed to, include patient data for at least 100 patients, 5) when the contract value can be assessed to at least DKK 50 million. A reference is considered delivered within the last three (3) years if i) the IT health solution has been taken over by the client, and ii) if the applicant continues to provide or has provided within the last three (3) years maintenance and/or further development of the IT health solution.

The contracting authority expects to prequalify 3 applicants. If more than 3 applicants meet the specified minimum requirements for suitability, the contracting authority will carry out prequalification based on a maximum of five references per applicant, and based on the relevance of the references in relation to the tendered solution.
