SCAPE Procure Limited is planning to establish a framework agreement for Professional Services and Development advice across England, Wales, and Northern Ireland, including various consultancy services, and is engaging with the market through events and discussions prior to the procurement process.
Scape Procure Limited (trading as SCAPE) is considering establishing a framework agreement for the provision of Professional Services and Development advice throughout England, Wales, and Northern Ireland. To support this, SCAPE has undertaken pre-market engagement activities and will undertake further market engagement activities prior to submitting a Tender Notice. This notice is not an invitation for formal expressions of interest. The purpose of this notice is to provide details on SCAPE's pre-market engagement activities in support of the upcoming procurement for a framework for Professional Services and Development. This framework is envisaged to include the following services: - Built Environment consultancy services - Infrastructure and Utilities consultancy services - Development: Property, Infrastructure, and Asset Optimisation services SCAPE currently anticipates establishing a multi-party framework with three (3) Suppliers. The annual turnover requirement for each Supplier (including their Associated Suppliers) is anticipated to be £85m. SCAPE intends to design this framework to facilitate SME engagement via the successful Bidder's supply chain and is also open to accepting bids from consortia or JVs of which SMEs may form a part. The common procurement vocabulary codes stated are deemed to include, for the avoidance of doubt and unless otherwise stated, the category and sub-category codes below the CPV codes stated, i.e. 71500000, construction-related services is deemed to include 71530000, construction consultancy services and 71541000 construction project management services.

Details of the questions asked and any answers given will be added to a Q&A document, which will be issued along with the Tender Notice. Preliminary Market Engagement: Discussions have been held with organisations (both Clients and Consultants) to help shape the framework to be offered within the professional services and development space. Engagement activities commenced on 08/04/2025 and will continue until 21/11/2025. During market engagement sessions prior to this notice, information was sought and provided to inform the procurement strategy and provide an opportunity to give feedback on the proposal. Those organisations participating in the market engagement were asked a standard set of questions all of which have been recorded to provide an appropriate audit trail. SCAPE has undertaken this process in accordance with the provisions set out in the Procurement Act 2023. All feedback has been taken into consideration and any future market engagement feedback will also be reviewed to help inform the framework prior to a Tender Notice being issued. All feedback has been given an equal weighting to ensure that no advantage is gained by any Consultant as a result of their participation.
