Consultation Meeting on Market Analysis for Bangladesh Clean Air Project

Bangladesh Clean Air Project (P502572), financially supported by the World Bank, aims to strengthen air quality management and reduce emissions from the transport sector.

The project's procurement processes will adhere to the World Bank’s Procurement Regulations for Investment Projects Financing (IPF) Borrowers. It is planned that the procurement of inputs for the project realization will commence immediately following effectiveness of the project, expected by early Q2 FY 2026. In designing the Project Procurement Strategy for Development (PPSD), an emphasis has been placed on early stakeholder and market engagement to understand the market context and identify suitable suppliers, contractors, and consulting firms.

In view of the above, the Dhaka Transport Coordination Authority (DTCA) hereby invites interested private sector stakeholders and industry players (i.e. Suppliers, Contractors and Consulting Firms) working in the Transport Sector (especially in relation to electric buses, charging facility, and depot) to a Two-hour Consultation Meeting at 11:00 AM on 16 July 2025 (Wednesday) at the DTCA  Conference Room no-805, Level-8, DTCA Bhaban, Love Road, Tejgaon, Dhaka-1208,  by sending top management level representative who have good understanding of the market and its firm experience. This session aims to foster dialogue on key sectoral initiatives, including electric buses, Intelligent Transport Systems (ITS), bus depot upgradation, bus charging facility, capacity building, design and supervision, transaction advisory services, and transport enabling measures.

Note that the market engagement is relevant to Suppliers, Contractors and consultants who have experience in constructing / supplying / providing services with single contract value of US$ 1 million and above.

The objectives of the meeting are to relay general information on the project to private sector stakeholders, present details of the procurement components, including nature of the procurement, delivery models, market approach, expected procurement packages and implementation arrangements, and receive feedback from vendors on the suitability and sustainability of the proposed project design. The consultation is also to hear from the industry players as a process of market engagement and use the market information for project procurement strategy preparation.

We strongly encourage the potential Bidders (Suppliers, Contractors and Consulting Firms) working in the relevant domains of the transport sector to participate in this process and to use the meeting as an opportunity to ask questions and provide comments regarding this upcoming project procurement opportunity. Interested companies are requested to send only one representative per organization. International companies who are unable to participate in person are also encouraged to join through online subject to prior confirmation as mentioned below (link will be shared through email up on confirmation).

A ‘Market Analysis Survey Form’ is enclosed with this notice, which has been prepared to collect some specific experience and capacity-related information of the potential Bidders. Please send the filled-up form to the email address mentioned below before the event takes place.

To confirm your attendance, please send email to bcap.dtca@gmail.com by 12:00 PM on or before 10 July 2025.
