Description:
The framework agreement provides biodiversity support services to ensure optimal consideration of biodiversity in rehabilitation and construction projects, including assessments, inventory conduct, regulatory assistance, and monitoring of implemented measures.

The framework agreement aims to execute biodiversity support services so that biodiversity can be optimally taken into account in rehabilitation or building construction projects or public space development.
Content of the mission:
- expertise in buildings and/or building projects or works,
- proposals for adaptations suitable for the ecological, technical, and economic context,
- public awareness
The contract will be executed by the issuance of purchase orders (articles R2162-13 to R2162-14 of the Public Procurement Code) and subsequent contracts.

Framework Agreement for Biodiversity Diagnosis and Recommendations Services.
The biodiversity support aims to ensure that biodiversity can be optimally considered in rehabilitation or construction projects of buildings or public space development. This includes:
- Assessing the impact of projects on biodiversity
- Conducting inventories of the building(s) or public spaces to be rehabilitated and their surroundings;
- Assistance in administrative procedures related to “protected species” regulations;
- Support in considering the Avoid - Reduce - Offset sequence
- Support and monitoring of measures during the construction phase to ensure their proper implementation;
- Defining measures with the project owner, project manager, and work teams to account for the biodiversity present on the building and its surroundings or public space, ensuring its maintenance and enhancement after the works;
- Monitoring the measures implemented during the operational phase to evaluate their effectiveness.

The rehabilitation projects covered by this framework agreement correspond to:
- projects aimed at improving energy performance by rehabilitating the exterior parts of buildings and/or insulating attics,
- demolition projects without reconstruction,
- facade revitalization projects.
- construction projects of a real estate complex (building and public infrastructure).
