The NEW AG is a municipal utility company with strong roots in the Lower Rhine region. The corporate group includes several subsidiaries in Mönchengladbach, Erkelenz, Grevenbroich, Viersen, Schwalmtal, and Tönisvorst. NEW AG supplies around 454,000 customers with electricity, 160,000 with gas, and 103,000 with water. NEW AG stands for a partnership-based, regional, and innovative energy and water supply and related services. Regional services also include public transport with 256 buses, as well as the operation of ten indoor and outdoor swimming pools.

The contracting authority NEW mobil und aktiv Mönchengladbach GmbH is a company of the NEW Group. Currently, a total of 230 buses are in operation at NEW mobil und aktiv Mönchengladbach GmbH. The share of electric buses is continuously increasing. The goal is to complete the conversion to electric buses by 2031. The currently around 30 charging points are not yet connected to a load management system with smart charging function. The scheduling of the buses is associated with high effort; the existing parking space management system needs to be replaced promptly.

The aim is to significantly optimize the processes at the depot through the introduction of a modern depot management system with special functions for electric buses (E-BMS) and a load and charging management system (LLMS), in order to achieve an efficient and cost-saving deployment particularly of electric buses through digitization.

NEW AG supports the client NEW mobil und aktiv Mönchengladbach GmbH in the execution of the procurement procedure and has been specifically authorized to act as a contact point for applicants and bidders in the name and on behalf of the client and to award the contract in the name and on behalf of the client.

Delivery and Implementation of a Depot Management System (Lot 1).
The subject of the tender for Lot 1 is the introduction of a modern depot management system with special functions for electric buses (E-BMS) to significantly optimize the processes at the depot through digitization, particularly regarding vehicle scheduling, in order to achieve an efficient and cost-saving deployment of electric buses. An essential aspect is the realization of the interface to the load and charging management system (LLMS) (Lot 2), to transfer the planning specifications for charging the electric buses to the LLMS in the future.

NEW mobil und aktiv Mönchengladbach GmbH intends to procure a load management system as part of a Europe-wide tender, with support from the funding program "Investment Measures for the Procurement of Battery Electric and Hydrogen-Powered Buses of Public Transport, for the Establishment of the Necessary Charging Infrastructure and for the Acquisition of Necessary Specific Workshop Facilities in accordance with § 13 Para. 1 No. 6 ÖPNVG NRW" for the successively growing electric bus fleet.

The subject of this tender (Lot 2) is the introduction of a load and charging management system (LLMS) to optimally charge the electric buses based on the charging requirements of the E-BMS (Lot 1) while considering all restrictive constraints in economic terms and to provide them pre-conditioned for departure at the right time.
