Procurement of services for the implementation of an integrated and interoperable software solution applicable in clinical and non-clinical contexts. The implementation of the IT solution will allow the medical unit to optimize processes and efficiently utilize available resources. The centralized management system for clinical and non-clinical flows will facilitate communication between the hospital structures, eliminating redundancy of activities and avoiding waste of time and effort. By more efficiently managing data and resources, the waiting time for patients will be reduced, and their satisfaction will increase.
The proposed objectives within the 'Digitalization of the Gataia Psychiatry Hospital' project aim to create a digital working environment for the institution's staff to address a series of identified priority issues, as follows:
1. Ensuring a modern hardware and software infrastructure that allows the transposition of the activity of the Gataia Psychiatry Hospital onto a technological support and the abandonment of the traditional paper-based working method that is outdated by new realities specific to the healthcare system;
2. Streamlining workflows within the Gataia Psychiatry Hospital (both clinical and administrative activities);
3. Significant improvement in the quality and stability of the communications infrastructure;
4. Increasing the level of digital security in the activities of the Gataia Psychiatry Hospital – ensuring compliance with European regulations and standards, national legislation, and best practices in the field;
5. Increasing the level of interoperability between the departments of the Gataia Psychiatry Hospital.
The IT solution to be implemented must:
1. Ensure the development of the existing IT system at this time in the Gataia Psychiatry Hospital;
2. Support the development of the digital capacities of the healthcare unit, in order to increase the level of innovation and competitiveness/efficiency at the institutional level;
3. Ensure compliance with formatting standards for handling medical data;
4. Lead to data-driven decision-making;
5. Facilitate the Ministry of Health (MS) in introducing a centralized platform for exchanging interoperable data, applying adaptive algorithms that identify inefficient spending in the healthcare sector, and strengthening the MS's role in translating available data for healthcare service providers and institutions involved in service delivery, promoting efficiency in public health expenditures.
The contracting authority will clearly and completely respond to all requests for clarifications/additional information submitted within the timeframe specified in Section I.3, namely Requests shall be sent at least 18 days before the deadline, and responses shall be published at least 11 days before the deadline, in accordance with Articles 160–161 of Law 98/2016, with subsequent amendments and supplements.

The contractor, in order to achieve the deliverables and reach the expected results, will implement a complex IT solution that will address the clinical and non-clinical activities of the Hospital to optimize processes and workflows at the level of the healthcare unit, according to the specifications in the terms of reference and which will include the following 4 components:
o Basic infrastructure (including interconnectivity and interoperability)
o Parameterization of the non-clinical component
o Parameterization of the clinical component
o Staff training.
The implemented digital solution will cumulatively ensure:
• A collaborative working environment among all structures of the Gataia Psychiatry Hospital involved in providing medical services to citizens;
• Transparency, predictability, and traceability in operations; the implemented solution will represent a flexible and adaptable tool to the specific institutional needs, which will allow the streamlining of clinical and non-clinical processes, back-office and front-office, and promote competence and accountability among human resources;
• Compliance, from a functional viewpoint, with European regulations and standards, as well as with the relevant national legislation in force.
