The proposed project continues and complements the initiative of the Department for Romanians Everywhere to develop an efficient informatic tool through which Romanians everywhere can quickly obtain answers, assistance, and support in various situations. The necessity was observed by analyzing the requests for information received by the D.R.P., which cover a wide range of issues falling within the competencies of several public institutions, both from Romania and from countries where there are communities of Romanians.

The contracting authority is carrying out the public procurement procedure in order to implement the project financed through the Smart Growth, Digitization, and Financial Instruments Program - PoCIDIF, Priority 2 - Digitization in public administration and business environment, Specific Objective RSO1.2 Capitalizing on the advantages of digitization for the benefit of citizens, companies, research organizations, and public authorities (FEDR), Action 2.2. E-Governance and digitization for the benefit of citizens/2.2.1 E-Gov in public administration/public institutions, Measure 1 Public services intended for citizens and/or identified firms in the CSP managed by ADR and/or in accordance with the eGov Policy. For the implementation of the project, it is necessary for the D.R.P. to acquire software development services, including installation, configuration, commissioning, and training services.
The object of the procurement (contract) consists of the acquisition of services for the development of an informatic system which includes the following main components:
A. FINANCING Module (Electronic management of D.R.P. financing), completed by developing evaluation, contracting, monitoring/reporting, financial verification/reimbursement modules of financed projects, resulting in the completion of the D.R.P. FINANCING service;
B. OPPORTUNITIES Module offered to Romanians everywhere, which should integrate various types of favorable situations present in Romania and across borders, that can be leveraged by target group individuals, such as those for: business development, career development, financing, training, and (re)qualification, partnerships for work or business, investments, facilities, etc. This component will result in the OPPORTUNITIES FOR DEVELOPMENT service;
C. Electronic registry at the D.R.P. level, which will support the service from the first component, ensuring the electronic registration at the institutional level of all documents related to financed projects and leading to the integrated management of processes and workflows. The system will integrate functionalities for both the D.R.P. financing component and other activities at the institutional level that support these financings.
D. ANALYSIS Module - interactive informatic tool for obtaining analyses based on useful data extracted from online sources, that can also utilize artificial intelligence and allow for the analysis of information and data sets, extracting useful information from the online environment in general and from D.R.P. documents that do not have restricted status regarding dissemination. The results will be used:
a. to assist the D.R.P. in programming new funding lines (D.R.P. FINANCING service);
b. for identifying new opportunities for inclusion in the OPPORTUNITIES service;
c. for identifying new useful services by D.R.P. and adapting the offered services, searching for patterns that can aid the decision-making process by establishing relationships and finding correlations for more efficient programming, to solve problems, predict trends, and mitigate risks;
d. to support Romanians everywhere in staying informed about useful information and relevant trends for them (e.g., newsletters, extensive search for relevant information);
e. for identifying relevant online content to be analyzed and verified for selecting relevant information to be taken and used in the "Info" section of the diaspora.gov.ro platform, or used for detecting and combating misinformation regarding the field of Romanians everywhere.
