1. The subject of the contract is: “Expansion of the hospital radiology system with AI tools and PUI integration, digital data bunker for imaging, and LLM voice recognition and medical document completion system.”
2. The subject of the contract includes the expansion of the existing PACS/RIS system with the following modules and functionalities:
1) Upgrade of the existing RIS/PACS system as necessary for integration with PUI, along with the implementation of new functionalities,
2) Expansion of the system with an LLM-assisted description system for radiological examinations along with a temporary transcription license for examination descriptions for 36 months (min. 20,000 examinations per year);
3) Expansion of the system with mechanisms for creating backup copies of diagnostic examinations (digital data bunker for imaging);
4) Expansion of PACS/RIS integration with a connection to the Intelligent Services Platform (PUI) according to HL7 / FHIR standards;
5) Implementation on hardware infrastructure provided by the Ordering Party;
6) Staff training;
7) 36 months warranty and support for integration with the PUI system and changes introduced to it.
The Contractor undertakes to perform the Subject of the Agreement with respect for the “do no significant harm” (DNSH) principle as understood under Article 17 of European Parliament and Council Regulation (EU) 2020/852. In particular, within the contractual remuneration, the Contractor guarantees that the delivered Software and its implementation:
1) Minimize energy consumption: The code architecture is optimized for efficiency, reducing the consumption of server resources.
2) Support the “Paperless” model: The functionalities of the system support the process of digitizing medical documentation, contributing to the reduction of paper and toner consumption at the Ordering Party's facility.
3) Protect equipment lifespan: The hardware requirements of the new version of the Software do not force the Ordering Party to replace technically efficient computer infrastructure (workstations) that met the requirements of the previous version of the system.
The Ordering Party requires that the contractor applying for the contract meets the requirements regarding accessibility and equality, namely:
1) Equal treatment and non-discrimination
a) The offered system must be designed and implemented according to the principle of equal treatment of users, particularly without discrimination on the basis of sex, age, disability, race, religion, or belief.
b) Adherence to the principle of equal treatment of individuals, regardless of their sex, age, disability, race, ethnic origin, religion, belief, sexual orientation, or gender identity,
c) Ensuring that all individuals involved in the execution of the order (including delivery personnel, training staff, installation staff, service staff) are treated in accordance with the principle of equal opportunity.
2) Digital and functional accessibility
All documents intended for the user regarding the operation of the implemented systems, i.e. regulations, instructional videos, must meet the digital standard described in Annex No. 2 to the Accessibility Standards for the 2021-2027 cohesion policy Guidelines regarding the implementation of equality principles within EU funds for 2021-2027.
3) Training and instructions
a) Equipment operation training should be available to all employees regardless of gender, age, or disability,
b) Operation manuals should be prepared in an accessible manner – including clear language, in electronic version (PDF), taking into account the needs of individuals with visual impairments (upon request).
4) Gender equality. The Contractor agrees to carry out the execution of the order in accordance with the principle of equality of opportunity between men and women, particularly to ensure the absence of discrimination regarding the recruitment of staff designated for the execution of the order.
