Modernization of Procurement for the Federal Employment Agency.
The procurement department of the BA plans extensive developments in the processes, procurement systems, and organization. The goal is to optimize strategic and operational procurement management through targeted consulting services, to transfer concepts developed in 2024 and 2025 for the reorganization of procurement, and to partially develop and implement new concepts. Therefore, the subject of this tender is comprehensive consulting services for the support, further development, and implementation of concepts in the areas of category management, strategic requirement planning, as well as decentralized and regional procurement processes in the following three category areas: - IT and General Procurement, - Construction, and - Labor Market Services. The services particularly include: - the analysis and evaluation of existing structures, processes, and systems, - support in the (further) development of concepts, - detailed planning and support for roll-outs, and - change management, communication concepts, as well as the revision of organizational regulations. The aforementioned services are divided into several work packages, which are to be implemented during the contract period from 2026 to 2028.
