The National Agency for Information Society (NAIS) within the framework of the procurement reform and the strengthening of the existing e-procurement platform, is initiating a procedure for the recruitment of a firm that will carry out the “Preparatory work for the development of the AI-powered e-procurement system”. This task will provide a stable conceptual, functional and technical basis for the development of the new national e-procurement system, in line with the reform priorities within RA 3 and with the European Union standards, within the framework of the program “Improving equal access to high-quality public services through the GovTech operation” and  “Action for the provision of focused and comprehensive user services” (GovTech AF).



The objective of the task to be performed by the firm is to support in a structured and independent manner the transformation of the existing e-procurement system into a modern, secure, interoperable and compliant platform with the national and European Union framework, through in-depth analysis of current processes, their conceptual reorganization (AS-IS/TO-BE), translation of legal and operational requirements into functional and technical specifications, and integration of international best practices.



The World Bank Program supports the Government’s Digital Agenda across four result areas (RAs):




  • Improvement of digital services and user experience through the advancement of the e-Albania platform and service delivery standards.

  • Development of digital skills and promotion of inclusion to ensure equal access for all citizens.

  • Strengthening GovTech capacities through data governance, cybersecurity, and the use of smart technologies.

  • Digitalization and increased efficiency of local services, in line with citizens’ needs and climate and social developments.



Interested firms must meet the minimum eligibility criteria described below and demonstrate relevant experience and technical capacity to fulfill the requirements of this call.



Required Qualifications of Firms 



Interested firms must meet the following minimum eligibility criteria:




  • Have at least 5 years of experience in developing functional and technical requirements for government systems, international organizations, and similar institutions

  • Evidence of previous work developing large-scale digital systems, particularly government integrated platforms, functional requirements, and tender documentation for large-scale digital systems, particularly e-procurement platforms, is an advantage.

  • Previous experience with digital tools and emerging technologies in management system such as artificial intelligence applications, data analytics, generative AI and process automation is required.

  • The consulting team should include a project manager/senior procurement expert, a business process re-engineering expert and an AI expert, supported by technical advisory capacity as needed.

The service will be selected according to the provisions of the World Bank Procurement Regulations for Borrowers under Investment Project Financing, dated July 1, 2016, revised in November 2017, August 2018, and November 2020, February 2025 based on the Quality and Cost-Based Selection (CQBS) method, Lump Sum contract.
