The subject of this tender is the conclusion of a framework agreement with multiple framework partners for the procurement of development, consulting, and support services in the SAP environment for the systems ECC 6.0 and S/4HANA. Services to be provided include development and customization services in the modules FI (FI-GL, FI-AR, FI-AP, FI-AA), MM (MM-PUR, MM-IM, MM-IV), QM, SD, CO, TR (including Treasury/Risk Management and Cash Management), PM, WM, HCM, PS, CATS, IM, BC, CLM, EAM as well as in the SAP Service & Asset Manager. These services are complemented by consulting and development support for technical platforms such as SAP Analytics Cloud (SAC), SAP Business Technology Platform (BTP), LeanIX, and SAP Fiori/UI5. This includes services for the development, maintenance, and optimization of reporting and planning models, integration of SAP and non-SAP applications with the Cloud Integration Suite, use of the Launchpad Service (SAP Build Workzone, standard edition), as well as implementation of IAM, ALM, and Single Sign-On with IAS. In addition, the tender includes expert consulting, support in requirement conception, training, knowledge transfer, as well as the development and maintenance of in-house developments and interfaces aiming for comprehensive process optimization and standardization according to the SAP Clean-Core approach. The activities are primarily carried out remotely via Azure AVD, if necessary also on-site in Langen using the IT infrastructure provided by DFS. Travel costs will be billed separately. The aforementioned services will be allocated among the various framework partners depending on need and availability. For certain topics within the required scope of services, a Service Level Agreement (SLA) is intended to ensure a certain level of supply security (availability) for DFS. Framework Agreement for SAP Development, Consulting, and Support Services.
The services mentioned under 2.1 are detailed in the following section. The following services are to be available through the concluding framework agreement: SAP development and customization services: Under the framework agreement, development and adaptation services in the SAP systems ECC 6.0 and S/4HANA are provided. The following four thematic areas are covered: 1.1 Finance (FI) and related submodules: General ledger (FI-GL), accounts receivable (FI-AR), accounts payable (FI-AP), asset accounting (FI-AA). 1.2 Materials Management (MM) and related submodules: Purchasing (MM-PUR), inventory management (MM-IM), invoice verification (MM-IV). 1.3 Other business modules: Sales (SD), Quality Management (QM), Controlling (CO), Treasury (TR) including Treasury/Risk Management and Cash Management, Maintenance (PM), Warehouse Management (WM), Human Capital Management (HCM), Project System (PS), Cross Application Time Sheet (CATS), Investment Management (IM). 1.4 Cross-sectional and specialized modules: Basis components (BC), Contract and Lease Management (CLM), Enterprise Asset Management (EAM) as well as SAP Service & Asset Manager as a mobile solution for technical field service to efficiently and paperlessly conduct maintenance and service processes. The focus lies on the implementation, maintenance, and further development of existing as well as new functions, including customization to optimize and automate business processes within the mentioned modules and, for FI and MM, their submodules. Additionally, consulting and development support services for technical platforms such as SAP Analytics Cloud (SAC), LeanIX, SAP Business Technology Platform (BTP), and SAP Fiori/UI5 are provided. This includes the development, maintenance, and optimization of reporting and planning models, cloud-based development and integration of SAP and non-SAP applications via the Cloud Integration Suite, as well as provision of centralized applications via the Launchpad Service (SAP Build Workzone, standard edition). Frontend developments are made based on SAP Fiori/UI5, with the Identity Authentication Service (IAS) being integrated for Single Sign-On and security. In addition, the framework agreement includes expert consulting for the optimal mapping of business processes - especially in the modules FI, SD, TR, MM, and PM - support in specifying and conceptualizing new requirements, conducting training and knowledge transfer for internal employees, as well as consulting in day-to-day business and for new requirements, especially for Treasury/Risk Management and Cash Management in the context of the S/4HANA implementation. Service delivery also includes maintaining, caring for and further developing existing in-house developments, developing new ABAP reports and extensions, interface programming using RFC, web services, and cloud technologies, as well as SAP Fiori/UI5 programming with RAP, CAP, and embedded deployment in BTP. The development tools used include SAP SE80 (SAP GUI), Microsoft Visual Studio Code, SAP BTP Business Application Studio (BAS), and Eclipse ADT Tools. The tender also foresees consulting services for specific SAP solutions, including support for the introduction and optimization of SAP Information Lifecycle Management (ILM), maintenance and optimization of SAP HANA after its introduction, as well as the integration and use of the SAP Cloud Platform (SCP), particularly in the area of Application Lifecycle Management (ALM) to implement a continuous delivery process and efficient monitoring of SAP systems. Identity & Access Management (IAM) for managing user identities and permissions is also part of the consulting. In the spirit of comprehensive process optimization, continuous analysis, optimization, and automation of IT-supported business processes is carried out, with a special focus on increasing efficiency, process standardization, and digital transformation within the said SAP modules. All measures are implemented along the Clean-Core approach of SAP to ensure sustainable maintainability, upgradeability, and compatibility with future SAP developments, as well as to establish best practices for increasing efficiency. The activities are predominantly carried out remotely via Azure AVD. For activities at the location in Langen, the necessary IT infrastructure is provided by DFS. Remote activities require the contractor to have their own technical equipment (PC, internet access). The deployed SAP systems include S/4HANA in the Private Cloud Edition (Tailored Option) under a RISE contract, SAP ECC 6.0 in the Private Cloud Edition (PCE), as well as SAP H4S4 in the PCE. Acceptance tests will be conducted by the client in a timely and structured manner. The aforementioned services will be allocated among the various framework partners as needed and available. For certain topics within the required scope of services, a Service Level Agreement (SLA) is intended to ensure a certain level of supply security (availability) for DFS. There is no obligation for DFS to call off services.
