REQUEST FOR EXPRESSION OF INTEREST (REOI)



Title: Consultancy Services for ESG Diagnostics, Sustainable Development Reporting, GHG Quantification, and Training at JSC “National Electric Grid of Uzbekistan”

1. Introduction

The Joint Stock Company “National Electric Grid of Uzbekistan” (JSC “NEGU”) is implementing initiatives to integrate Environmental, Social, and Corporate Governance (ESG) principles into its operations. These principles are critical for creating favorable conditions for private sector development and enhancing environmental sustainability in Uzbekistan.



JSC NEGU seeks to engage qualified consulting firms or consortia (hereinafter referred to as the “Consultant”) with proven international and local experience to provide comprehensive consultancy services in ESG diagnostics, sustainable development reporting, greenhouse gas (GHG) emissions quantification, and staff capacity building.



2. Objectives of the Assignment

The objectives of this assignment are:




  1. Conduct a diagnostic assessment of JSC NEGU’s ESG practices.

  2. Develop a roadmap of ESG initiatives based on diagnostic results to improve sustainable development maturity and prepare for ESG ratings.

  3. Prepare a Sustainable Development Report (SDR) for 2024 in accordance with GRI and SASB standards.

  4. Quantify greenhouse gas emissions for Scope 1 and Scope 2.

  5. Train company employees to independently manage ESG and CSR projects.



3. Scope of Services

The consultancy services will include, but are not limited to:




  • Stage 1: ESG diagnostic, stakeholder analysis, benchmarking, gap analysis, and development of a roadmap for short-, medium-, and long-term ESG initiatives.

  • Stage 2: Preparation of the 2024 Sustainable Development Report in Russian, English, and Uzbek, including data collection, drafting, verification, and presentation design.

  • Stage 3: Quantitative assessment of GHG emissions for Scope 1 and 2, development of calculation methodology, and preparation of emission reports.

  • Stage 4: Capacity building through seminars and workshops for company personnel on ESG management, sustainable reporting, and CSR integration.



4. Eligibility Criteria

Interested consultants must demonstrate:




  • Proven experience in at least three international ESG/sustainable development projects for energy sector companies in the last three years, including at least one project for a large energy company in Uzbekistan.

  • Availability of a qualified project team with expertise in GRI, SASB, TCFD, ISO 26000, and ESG/CSR reporting.

  • Experience in quantitative assessment of GHG emissions in the energy sector.

  • Capability to provide services in Russian, English, and Uzbek.



5. Submission Requirements

Consultants are invited to submit the following:




  1. Expression of Interest including a company profile and summary of relevant experience.

  2. CVs of proposed team members and evidence of qualifications and relevant certifications.

  3. Description of the methodology for implementing the project.

  4. Indicative cost estimate and implementation schedule.

  5. Any other relevant supporting documents confirming eligibility and past performance.

7. Evaluation and Shortlisting

Expressions of Interest will be evaluated based on the criteria outlined in Section 5. Shortlisted consultants will be invited to submit detailed technical and financial proposals.

The full Terms of Reference is available upon request. Consultants are expected to maintain strict confidentiality and ensure compliance with NEGU and national safety and legal regulations during all stages of the assignment.



9. Duration of Assignment

The total duration of the assignment is expected to be up to six (6) months from the date of signing the contract.
