NOTICE OF EXPRESSION OF INTEREST No. 2025-----------/MEEA/SG/PGPC/REDD+ REGARDING THE RECRUITMENT OF A CONSULTANT (FIRM) FOR THE FINANCIAL AND ACCOUNTING AUDIT OF THE SUSTAINABLE MANAGEMENT OF COMMUNAL LANDSCAPES PROJECT FOR REDD+ (PGPC/REDD+)

  1. The Government of Burkina Faso has received a grant and a loan from the World Bank through the International Development Association (IDA), in order to finance the Sustainable Management of Communal Landscapes Project for REDD+ (PGPC/REDD+), and intends to use part of the grant amount to make payments under the consulting services contract (Accounting Firm) responsible for conducting the financial and accounting audit of the accounts of said project; Exercises 2025, 2026, and 2027.
  2. This notice of expression of interest is open equally to interested consultants as long as they are in compliance with the Administration. Consultants may form partnerships to increase their chances of qualification.
  3. The overall objective of the audit is to allow auditors to express a professional opinion on the financial situation of the funding and on the status of revenues and expenses covering the entire period of project activity execution. Specifically, the consultant (auditor) will be required to formulate an opinion on the status of funding bank accounts (special accounts), as well as on compliance with the conditions of financing agreements, rules, and procedures of the World Bank regarding project management.
  4. The audit will be conducted in accordance with international auditing standards (ISA) or the auditing standards of the International Organization of Supreme Audit Institutions (INTOSAI) and will include all controls and verifications that the auditors deem necessary in the circumstances.
  5. The consultant must be a registered audit firm and its head must be regularly registered with a recognized national or regional accounting order. Interested consultants must provide information on their capacity and experience demonstrating their qualifications for the services (expression of interest letter, documentation, references for similar services, experience in comparable missions, availability of qualified personnel, etc.)
  6. The duration of the mission is one (01) month for each exercise
  7. The expression of interest file consists of the following:
  • The letter of expression of interest addressed to the Coordinator of the Sustainable Management of Communal Landscapes Project for REDD+ (PGPC/REDD+);
  • The presentation of the firm/audit or accounting expertise cabinet, its areas of competence, its legal status, and the qualification of its permanent staff;
  • The complete address (location, responsible person, postal box, phone number, etc.);
  • References for similar missions (contracts) carried out over the past five (05) years which must highlight for each (i) the title of the mission, (ii) the year of realization, (iii) the start and end dates of the mission (iv) the contract amount

Note: For the purpose of establishing the restricted list, consultants must obligatorily attach supporting documents (certificates of good execution and copies of the cover and signature pages of contracts) for similar references carried out especially in the field of accounting and financial audit of project and program accounts funded by multilateral partners.

Only justified similar missions will be taken into account for the evaluation of the expression of interest files.

8. The Coordinator of the Sustainable Management of Communal Landscapes Project for REDD+ (PGPC/REDD+) invites eligible candidates to express their interest in providing the services described above. Interested consultants must provide information demonstrating that they possess the required qualifications and relevant experience for the execution of the Services, particularly in conducting financial and accounting audits of development projects and programs funded by the World Bank.

9. The selected method is Least Cost Selection (LCS) in accordance with the procedures defined in the provisions of points 7.6 and 7.7 of Section VII of the Procurement Guidelines for Borrowers seeking Financing for Investment Projects (FPI) from the World Bank, Fifth Edition of February 2025.

The eligibility criteria and selection procedure will comply with the “Approved Selection Methods for Consultant Services” of the World Bank, which are available on the Bank’s website at: http://www.worldbank.org.

10. 11. Expression of interest documents must be written in French and presented in the form of a bound document in four (04) copies, including one (01) original and three (03) copies marked as such and submitted in sealed envelopes, at the above address in person or by email no later than ……………. at 09:00 UTC. The opening of the envelopes will take place immediately in the presence of candidates who wish to attend.
