The subject of the contract is the design, delivery, installation, and commissioning of energy storage systems for the existing RES installations for 8 public utility buildings and 162 private buildings belonging to the residents of Ciechanów. An increase in the number of energy storage systems is permitted to achieve the required storage capacity of 1606.80 kWh. The project will be implemented under the 'design and build' formula with funding from the European Funds for Mazowsze 2021-2027, Priority II European Funds for Green Development of Mazowsze, Action 2.3 Renewable Energy Sources, Project Type: Energy and Heat Storage. The energy storage systems are to be equipped with an energy management system (device and software) whose tasks will include: monitoring and controlling electricity consumption in the facility, managing this energy, managing and optimizing the energy consumption profile, and maximizing self-consumption taking into account the final price optimization of electricity. Due to the application of the provisions referred to in Article 139 (2) of the Public Procurement Law, contractors are not required to submit a declaration of non-exclusion, meeting the conditions for participation in the procedure on the form of the single European document (JEDZ) with their offer, as the Contracting Authority anticipates the possibility of requiring this declaration only from the contractor whose offer was rated the highest. This procedure is conducted in accordance with the regulations of the Public Procurement Law of September 11, 2019 (Journal of Laws of 2024, item 1320, as amended), in an unrestricted tender procedure (Article 132 of the Public Procurement Law).
