1. Background



The Government of Egypt (GoE), through the Ministry of Environment (MoE) and the Project Coordination Unit (PCU) of the Greater Cairo Air Pollution Management and Climate Change Project (GCCC) – financed by the World Bank – intends to apply part of the proceeds to hire a qualified consulting firm to prepare a site-specific Environmental and Social Management Plan (ESMP) – including Occupational Health & Safety (OHS) – for the external infrastructure works of the Integrated Waste Management Facility at 10th of Ramadan City (IWMF-10R).



The external infrastructure comprises:




  • Two main access roads (≈ 9 km & 14 km) connecting IWMF-10R to the Cairo-Ismailia Desert Road and Geneva Road;

  • Potable / fire-fighting water supply and wastewater networks;

  • Electricity network and street lighting;

  • All works located on public land allocated by Presidential Decree 648/2020.



2. Objective of the Assignment



Prepare an ESMP (and the national EIA Form A) that:




  • Identifies & assesses environmental, social and OHS risks / impacts;

  • Proposes feasible mitigation and monitoring measures;

  • Ensures full compliance with Egyptian laws (incl. Law 4/1994, Law 202/2020, Labor Law 14/2025) and World Bank Environmental and Social Framework (ESF) – ESS1, ESS2, ESS3, ESS4, ESS5, ESS6, ESS8 & ESS10, EHS Guidelines;

  • Can be embedded in procurement documents (bidding dossiers) and implemented by contractors;

  • Secures EEAA environmental approval for each access road.



3. Scope of Work (Summary)



The Consultant will:




  1. Coordinate with the Technical Design Consultant and NUCA to integrate ESMP measures into final designs;

  2. Conduct baseline surveys (air, noise, soil, water, biodiversity, socio-economics, cultural heritage, traffic, gender, vulnerable groups);

  3. Undertake stakeholder engagement (public meetings, FGDs, disclosure) in line with the Project SEP and ESS10;

  4. Develop costed mitigation, monitoring and institutional plans (incl. OHS, emergency, grievance, labour management, GBV prevention);

  5. Prepare bilingual ESMP (English) and EIA Form A (Arabic) for EEAA approval;

4. Minimum Qualifications Required (Shortlisting Criteria)



The Consultant (firm) shall demonstrate:



A. General Experience:




  • 10 years of continuous practice in environmental and social impact assessment and management of infrastructure projects in Egypt or MENA;



B. Specific Experience:




  • Successful completion of at least 3 assignments during the last 7 years related to:


    • Preparation of ESMP / ESIA for road or utility infrastructure;

    • Compliance with World Bank ESF (or equivalent IFI standards);

    • Integration of OHS management in construction projects;



  • Experience with solid waste is an advantage.



C. Key Experts (non-negotiable):




  1. Environmental Expert / Team Leader – Master’s in environmental engineering/science, ≥10 yrs, proven ESMP under WB ESF;

  2. OHS Specialist – Master’s / NEBOSH-IGC or NASP, ≥10 yrs, OHS management system design for infrastructure;

  3. Social Development Expert – Master’s in social sciences, ≥10 yrs, SIA, stakeholder engagement, labour & GBV issues;

  4. EIA Specialist (Egyptian) – Licensed by EEAA, ≥8 yrs, road & utility EIA approvals;

  5. Monitoring & Evaluation Expert≥7 yrs, indicators, cost-tracking, reporting.



Arabic proficiency and prior work with Egyptian public entities are highly desirable.



5. Submission Requirements



Expressions of Interest (EOI) MUST include:

a) Cover letter on official letterhead;

b) Firm profile – incorporation, staff size, regional office(s);

c) General & Specific Experience3 similar contracts (client, value, period, contact person);

d) Organisational chart and CVs (signed) of key experts (max 4 pages each) demonstrating years of experience and ESF exposure;
