The object of the contract is the supply of equipment and the development of applications for the creation of a Smart City, focusing on people and the environment, where sustainable mobility is achieved for all residents and visitors of the Municipality, as well as optimal energy efficiency of its infrastructures, aiming to reduce its environmental footprint. Additionally, the goal of the Municipality's Digital Strategy is to create a comprehensive framework for providing high-quality services to everyone in various fields (e.g., entrepreneurship, consumer service, and development of the local economy, etc.), as well as to create a high quality of life in an environment of open, transparent processes that protect residents, the environment, and entrepreneurship while continuously enhancing its digital identity. Specifically, as part of the development of actions and applications for the digital transformation of the Municipality of Ierapetra, the following will be implemented:
1) Supply and installation of smart pedestrian crossings that are friendly to people with disabilities.
2) Interconnection of new technology lamps to a central management computing center.
3) Organization of a traffic office and management of the municipal fleet of vehicles.
4) Smart energy management systems for municipal and school buildings.
5) Smart city/mayor's guide with local business records.
6) Central unified management platform for data collection of digital transformation actions of local authorities.
Offers are submitted separately for each section of this notice, and submitting offers for more than one or all sections is allowed. The maximum number of sections that can be awarded to a single bidder is set to six (6).

LOT-0001
SECTION 1
Supply and installation of smart pedestrian crossings that are friendly to people with disabilities.
The proposed system will ensure the safe passage of pedestrians and people with disabilities through automatic detection of pedestrian presence and automatic lighting indicators at the crossing wherever possible. The proposed system is expected to be applied to fifteen (15) crossings.

SECTION 2
Interconnection of new technology lamps to a central management computing center.
The proposed interconnection of lamps will be done through the supply of a connection platform. Specifically, the platform concerns the supply and installation of a complete tele-control and management system for either new technology smart lamps or older type lamps already installed by the Municipality with the possibility of adding and managing future installations. As part of the project, the installation of telemetric equipment on each LED lighting fixture (smart lamps) or on each pillar (older technology lamps) is provided to ensure the possibility of remote control.

SECTION 3
Organization of a traffic office and management of the municipal fleet of vehicles.
This action involves the development of a platform for monitoring and managing the entire fleet of vehicles of the municipality, with the installation of a modern telematics unit and screen within each respective vehicle and connection to central management software. By using the platform, real-time tracking of vehicle movements and the routes taken will be achieved, the control of adherence to scheduling and execution of routes, as well as significant fuel savings. The proposed project will include the management of the municipality's vehicle register. Specifically, twenty (20) telematics devices will be supplied for an equal number of municipal vehicles and six (6) mobile tablet devices for the waste collection vehicles.

Smart energy management systems for municipal and school buildings.
This action involves the supply of a complete energy consumption management system for public infrastructures and buildings. The proposed project includes the installation of the system in six (6) municipal buildings.

SECTION 5
Smart city/mayor's guide with local business records.
The proposed action involves creating a platform - a central point of information and communication for local businesses with the Municipality where the image of all businesses in the Municipality's services will be recorded, while businesses present either summaries or detailed information about their products and services with periodic updates.

SECTION 6
Central unified management platform for data collection of digital transformation actions of local authorities.
This action involves the development of a complete management and data collection platform for all the data of the modern city. The collection and analysis of data will be carried out with the aim of extracting knowledge for combined decision-making based on governance indicators. The platform will collect data and manage functions from individual 'smart' applications and provide services to citizens, businesses, and municipal officials.
