The subject of this framework agreement with purchase orders concerns the partial project management of studies and works for the distribution of electrical energy within the territorial department.
The framework agreement is divided into 2 geographical lots. Each lot constitutes a contract.

The project management mission primarily concerns the studies and electrification works of all kinds (reinforcement, undergrounding, securing, extension, removal) on high voltage (HTA) and low voltage (BTA) electrical distribution networks. It may also pertain to public lighting networks (extensions, renovation, undergrounding) and telecommunications networks (civil engineering).

The elements of the mission are as follows:
- VISA: Visa of the execution studies (this mission will be ordered exceptionally) the TE-SDE04 will carry out this mission but reserves the right to order the execution of this mission to the project manager.
- DET: Direction of the execution of the works
- AOR: Assistance for reception operations

Each element of the mission will be the subject of a purchase order. The DET and AOR missions may be the subject of a single purchase order.

The project owner reserves the right to entrust the holder of the framework agreement with all or part of the aforementioned missions as provided by article L 2431-2 of the public procurement code.

The content of each mission element is as detailed in articles R 2431-1, R2431-16, and R 2431-18 of the public procurement code.
