The subject of the contract is the comprehensive execution of the task involving the expansion and modernization of the wastewater treatment plant, including the equipment of the third reactor, construction of the thickened sludge tank, new discharge point for waste, retention tank, screening building, shed for sludge and numerous technological, sanitary, water, air, and electrical installations. The scope of work includes: • modernization of existing technological facilities (pumping stations, bioreactors, blower stations, sludge presses, PIX stations, discharge stations, mechanical treatment buildings, and control room), • construction of new facilities (tank for delivered wastewater, thickened sludge tank, retention tank, screening building, shed for containers/sludge, valve chamber, technological water well), • execution of complete technical infrastructure: water-sewage networks, technological water, air, electrical and control installations, • reconstruction of hardened surfaces, and • installation of a photovoltaic system with a capacity of approximately 50 kW. The entire investment aims to increase the efficiency, reliability, and effectiveness of the wastewater treatment plant. The contract is implemented as part of the project: “Expansion of the sewage system in the Stężyca municipality.” Source of funding: European Funds for Pomerania 2021–2027, action FEPM.02.12 and the Ordering Party's own funds. Contract No. FEPM.02.12-IZ.00-0003/25-00 for financing the Project: “Expansion of the sewage system in the Stężyca municipality.” This order is part of a larger order. Each part constitutes a separate procedure. The value of the entire investment exceeds the amount specified in the regulations referred to in Article 3(1) of the Public Procurement Law (Pzp). The contractor may submit one offer. The offer must be prepared in Polish, under pain of nullity, in electronic form and must be signed with a qualified electronic signature in accordance with Article 63(1) Pzp. Detailed requirements regarding the progress of the construction, stages and requirements concerning the schedule are included in the draft agreement attached to the Terms of Reference (SWZ). The documents constituting the offer, which must be submitted include: • Offer form (Annex No. 1), • JEDZ declaration of non-exclusion from the procedure and fulfillment of participation conditions. In the case of joint bidding for the contract by Contractors, each Contractor submits the JEDZ declaration. These declarations confirm the lack of grounds for exclusion and the fulfillment of participation conditions in the extent to which each Contractor demonstrates the fulfillment of the participation conditions in the procedure. • Power of attorney authorizing the submission of the offer if the offer is submitted by an authorized representative; • Security deposit – if submitted in the form of a guarantee or surety - in accordance with the conditions specified in SWZ. • Commitment of the entity providing resources and the JEDZ declaration of the entity regarding non-exclusion and fulfillment of the conditions – if applicable. • Contractors jointly bidding for the contract attach to the offer a statement indicating which services will be performed by particular contractors. Qualified signatures used by Contractors to sign all files must comply with the requirements of the “Regulation of the European Parliament and of the Council on electronic identification and trust services for electronic transactions in the internal market (eIDAS) (EU) No. 910/2014 - from July 1, 2016. Possible amendments to the provisions of the concluded contract are feasible to the extent specified in the contract template. Any significant change to the provisions of the concluded contract requires written form (annex to the contract) under pain of nullity and requires the acceptance of each Party to the contract. Amendments to the contract are further specified in Article 455 PZP. Information on anticipated orders referred to in Article 388(2)(c) PZP: repetition of similar construction works. The Ordering Party anticipates executing contracts consisting of repeating similar construction works. The scope of the order will not exceed 20% of the value of the basic order and will consist of performing similar work covered by the basic order in accordance with the subject matter, in particular for: expanding, reconstructing, or modernizing the technological facilities of the wastewater treatment plant, including pumping stations, bioreactors, blower stations, sludge dewatering installations, reagent dosing stations, and technological buildings, carrying out construction work related to the construction of technological facilities of the wastewater treatment plant, in particular technological, retention, sludge, liquid waste discharge tanks, valve chambers, and accompanying facilities, carrying out work in the field of technical infrastructure of the treatment plant, including the construction or reconstruction of water-sewage networks, technological water, technological air installations, and electrical and control installations, performing work related to the installation, expansion or modernization of technological installations and electrical and automation installations necessary for the proper functioning of the treatment plant, performing work related to the reconstruction, restoration, or expansion of hardened surfaces, and performing work involving the expansion or completion of renewable energy installations, including photovoltaic installations. The Ordering Party will award the contract in the mode of sole-source procurement provided that there is a need on the part of the Ordering Party and that financial resources are secured for this purpose, after negotiations with the Contractor are conducted. Information on conducting a site visit or checking documents necessary for the execution of the order, referred to in Article 131(2) of the PZP Act: The Ordering Party does not impose such requirements. The Ordering Party anticipates the reversed order of evaluation of offers in accordance with Article 139(1) PZP: The Ordering Party may first examine and evaluate the offers and then assess the qualification of the entity whose offer was the highest rated.
