The acquisition of 'Equipment and Software Licenses for the Modernization of the Electromechanical Automation Laboratory through the Introduction of VR, AR, and AI Technologies - FACIEE - Faculty of Automation, Computers, Electrical Engineering and Electronics, within the project titled: Digitalization for the Future of Education and Research at the University of 'Dunărea de Jos' from Galați, code 2033414941, according to the specifications in the terms of reference.

Number of days until clarification requests can be made before the deadline for submitting offers/candidacies: 20 days. The contracting authority will respond clearly and completely to all clarification requests: on the 11th day before the deadline established in the participation announcement for submitting offers.

Any clarification request must be sent via SEAP (https://www.e-licitatie.ro).

The completion of the award procedure by concluding the public procurement contract is subject to the following suspensive condition, which will operate for a maximum period of 4 months from the deadline for submitting the offer: The conclusion of the public procurement contract is conditioned by maintaining funding under the Project Digitalization for the Future of Education and Research at the University Dunărea de Jos from Galați, code 2033414941, with the signing of the contract being possible only in the case that the provisions regarding the commitment of expenses from budgets falling under the public finance legislation are respected, and respecting the provisions of Government Decision No. 395/2016 for the approval of the methodological norms for the application of the provisions regarding the awarding of the public procurement contract/framework agreement from Law No. 98/2016 regarding public procurement, with subsequent amendments and completions.
In case, for any reason, the maintenance of funding under the Project Digitalization for the Future of Education and Research at the University Dunărea de Jos from Galați, code 2033414941 does not occur, the contracting authority will apply the provisions of art. 212 paragraph (1) letter c) second thesis of Law No. 98/2016, with subsequent amendments and completions, making it impossible to conclude the public procurement contract. Bidders in this procedure understand that the Contracting Authority and/or MEC cannot be held responsible for any damage in the event of cancellation of the award procedure, regardless of its nature and whether the Contracting Authority and/or MEC were notified of the existence of such damage. Bidders in this procedure accept the use of the special conditions above/suspensive clause, assuming full responsibility regarding any damages they may suffer in the described situation.
