Description of the procurement:
The subject of the procurement is the security monitoring and response service (SOC, Security Operation Center) offered to the IT environment of the city of Seinäjoki, according to the attached documents. The service will function as part of the city's ongoing cybersecurity assurance and must operate 24/7. The IT environment of the city of Seinäjoki has approximately 10,000 users on weekdays, including employees, students, elected officials, and clients. Additionally, some subsidiaries of the city group utilize the environment. The service to be procured must be compatible with this entirety.
Attachment number 3 of the request for proposals is confidential because it deals with non-public security matters related to the client's technical operational environment. Obtaining Attachment 3 requires signing a confidentiality agreement (Attachment 11). The bidder candidate may request Attachment 3 via the email address hankinta@seinajoki.fi. The request must include the organization’s name, business ID, name of the signer, title, phone number, and email address. The signer must be a legal representative of the organization (with the authority to bind the organization). Attachment 3 will be sent encrypted by email to the person who signed the confidentiality agreement. Before providing the confidential material, the client may ask additional questions concerning the supplier.
Regarding the timeline of the proposal, the client considers the delay caused by the delivery phase of the confidential attachment to be 17 days and has taken this into account for the deadlines for questions and answers as well as the proposal submission.
The client is not committed to specific procurement quantities during the contract period.
CONTRACT PERIOD
The contract period is from 01.06.2026 to 31.05.2030 or from the signing of the contract. The contract ends without termination.
The client reserves the right to extend the contract for one (1) optional period of two (2) years at their discretion until 31.05.2032. The client will make a separate decision and contract regarding the optional period.
The contract will come into effect at the moment of signing.
