The HUS consortium is establishing a dynamic procurement system (also referred to as DPS) for the acquisition of equipment, reagents, test kits, supplies, and controls suitable for PCR and nucleic acid diagnostics.
The products to be acquired will be more specifically defined in each internal competition of the dynamic procurement system.
We invite applications for participation in this dynamic procurement system. Various products will be procured primarily for laboratory use.
The categories of products to be acquired include, among others, equipment and reagents suitable for PCR and nucleic acid diagnostics:
- equipment
- supplies for equipment
- test cartridges/test kits used in the equipment
- reagents
- reaction mixtures (e.g., master mix)
- supplies
- controls
The goal of HUS is to procure products for the needs of the units in a flexible and straightforward manner. The products will be used by at least HUS Diagnostics Center, as well as other units of the HUS consortium to a lesser extent. Additionally, products can also be procured for use by the ISLAB welfare consortium through the procurement system.
This dynamic procurement system is valid until August 14, 2029, unless shortened or extended by a separate notification.
At the time of publication of the request for participation, HUS estimates that 30 competitions will be published within the dynamic procurement system during the years 2025-2029. This number is a preliminary estimate and may change significantly.
At the time of publication of the request for participation, HUS estimates the total value of the entire duration of the dynamic procurement system to be up to 20,000,000 euros, considering all possible procurements made within the system. This estimate is preliminary and based on the currently known procurement need. HUS does not commit to any procurement quantities or purchase mandates with this notice.
Applications for participation in the dynamic procurement system may be submitted throughout its duration. It is valid until the date specified in the procurement notice, unless it is suspended or changed during the validity of the dynamic procurement system. One can apply to become a supplier in the dynamic procurement system if they meet the eligibility requirements mentioned in the ESPD form and in the section on the criteria for the procurement subject. All candidates meeting the eligibility requirements will be included in the dynamic procurement system.

The actual procurements will be made through internal competitions within the dynamic procurement system, which define and specify the object of procurement. A separate contract will be concluded for each internal competition. The contract period will be defined separately in the internal competition on a case-by-case basis.
Electronic auctions may be utilized in the internal competitions of the dynamic procurement system. The possible use of electronic auctions will be described separately in each internal competition.
Attached to this request for participation are preliminary contractual terms to be used in the internal competitions of the DPS. However, these terms can be deviated from on a case-by-case basis, and the final terms for each internal competition of the DPS are always defined in the request for proposals and its attachments.
APPLICATION OF THE IPI REGULATION AND MEASURES
The dynamic procurement system is subject to the European Commission’s IPI regulation and measures (Commission Implementing Regulation (EU) 2025/1197, Article 2; Regulation (EU) 2022/1031 of the European Parliament and of the Council, Article 8).
Under the obligations of the IPI measures, the contracting authority must exclude suppliers from the procurement procedure who originate from the People's Republic of China. In addition, the contracting authority will apply the obligations concerning selected suppliers in the procurement competition according to Article 8 of the IPI regulation in internal competitions of the dynamic procurement system if the estimated value of the internal competition exceeds the EU threshold (IPI Regulation Article 6, paragraph 5).
