The State of North Rhine-Westphalia, represented by the Ministry for Home Affairs, Municipal Affairs, Construction and Digitalization of North Rhine-Westphalia (MHKBD), aims to strengthen information security at the state level as well as at the municipal level. To achieve this goal, MHKBD intends to offer a way for state administration, including all departments, as well as for all municipalities in North Rhine-Westphalia and the IT service providers they control, to economically, easily, and efficiently procure Information Security Management System tools (ISMS Tool). An ISMS Tool is a software program that helps organizations systematically organize and manage their information security. It assists in systematically recording IT assets, assigning responsibilities, establishing an IT security governance structure, systematically addressing risks, selecting and implementing suitable technical and organizational protective measures, generating reports on the state of information security, and demonstrating compliance with legal or normative requirements, such as the BSI Basic Protection Compendium and the BSI standards of series 200-x.

The client is issuing a framework agreement for the provision and licensing of a basic ISMS Tool, which will be made available by the contractor as Software-as-a-Service (SaaS). Furthermore, the contractor must provide the associated hosting, maintenance, service, and training services. The term of the framework agreement is 4 years. The award of a bid does not convey any entitlement to a specific call-off of individual orders but takes place according to need.
