Pleven Municipality is applying under the announced procedure for direct provision of grants BG16FFPR002-5.003 Green Measures in the Urban Environment, Priority Axis Air, Environment Program 2021-2027.   SO RSO 2.7 'Improving the protection and conservation of nature, biodiversity and green infrastructure, including in urban areas, and reducing all forms of pollution'. Eligible applicants under the procedure are 6 municipalities with impaired air quality for the period 2017-2021 – Burgas, Veliko Tarnovo, Vidin, Pleven, Plovdiv and Ruse, with impaired air quality, which fall within the scope of the Judgment of the Court of Justice of the European Union in case C-488/15 of 5 April 2017 on non-compliance with the standards for the content of PM10 in the ambient air in agglomerations and zones of the country and non-compliance with the obligations under Directive 2008/50/EC with regard to limit values for particulate matter in ambient air; have exceedances of the average daily and/or average annual norms for air pollution for the period 2017-2021, as the municipal programs under Art. 27, para. 1 of the Clean Air Act include measures related to the construction of green infrastructure and/or landscaping.
Terrains corresponding to the characteristics of "mud spots", which are the territorial scope of the current services, have been examined and identified.
The service includes the performance of the following types of work:
Preparatory work
Cleaning of the terrain from waste
Soil cultivation (ploughing and digging)
Carrying out sanitary and shaping pruning of trees
Removal of invasive alien tree species
Removal of invasive alien shrub species
Transportation to a landfill of plant waste
Parking lots and pedestrian traffic with perforated slabs
Milling of existing asphalt (removal of existing pavement) and its transportation to a landfill 15 km away.
Excavation of land masses, including excavation, loading, transportation and landfill unloading
Alignment, compaction and making of a bed of asphalt concrete silica
Delivery and laying of crushed stone flooring (0 mmDelivery and laying of perforated concrete elements with a thickness of 10 cm.
