The project involves the installation of electrical connection equipment for passenger ships at berth in the Ports of Caen-Ouistreham, Cherbourg, and Dieppe, focusing on the ferry and cruise terminals to comply with upcoming environmental regulations.

Context of the CENAQ operation
In a context of fighting against climate change, the European Commission has presented a set of legislative proposals aimed at achieving carbon neutrality by 2050 and meeting the target of reducing greenhouse gas emissions by 55% by 2030 compared to 1990. The obligation for certain passenger ships to be electrically connected at berth starting in 2030 will contribute to this (Fuel EU Maritime regulations, AFIR). Ports of Normandy anticipated these obligations as early as 2021 by establishing an agreement with EDF, whose study allowed for the identification of terminals subject to the aforementioned obligations as well as the estimation of the feasibility of an electrical connection of the concerned quays and the needs for electrical power.
Based on the results of this study, Ports of Normandy decided, in 2023, to launch a consultation to award a project management contract for the installation of electrical connection equipment for ships at berth in the Ports of Caen-Ouistreham, Cherbourg, and Dieppe.
The SCE study office has therefore been tasked with carrying out the design studies and partial realization of the CENAQ for the ferry and cruise terminals in Cherbourg.
Description of the works
In the implementation of the CENAQ for the ferry and cruise terminals in Cherbourg, the main equipment to be implemented includes:
- An energy building with a surface area of approximately 1000 m2 that contains the ENEDIS supply cells (connection power 25 MVA), energy conversion with voltage conversion 20 kV 11 kV/6.6 kV and 20 kV 400 V via several transformers, as well as frequency conversion 50/60 Hz via static converters
- HTA and BT distribution boards
- Cable routes between this energy building and the various connection posts (3 ferries and a cruise ship)
- 4 mobile CMS (Cable Management System) (one per connection post), which will interface between the power cable and the ship
- Suitable connection sockets for each ferry and cruise ship supply located at the end of the power cables as well as communication sockets
- Supervision of the installation
- A billing system for the energy distributed to the ship
- Protection equipment (manual and/or automatic)
- A storage building of approximately 250 m2, where a ferry CMS and a cruise CMS will be stored
The fields of work will be:
- CFO (HT and BT), CFA and fiber optics and frequency conversion
- Cable pulling in ducts
- Static frequency conversion with liquid cooling (fluid network with heat transfer fluid) and supervision
- VRD (EP, EU…), paved surfaces, marking on the ground
- Structural work (including deep foundations), finishing work for buildings (painting, electricity, stairs…)
- HVAC
- Fire Surveillance System (SSI)
- Junction box for connecting CMS on board to the quay
- Maritime works
