2. Expert services in modern information platforms
The goal of the procurement is to strengthen the capabilities of well-being regions to utilize advanced digital technologies, such as artificial intelligence, machine learning, and modern information platforms, as part of the overall information management framework. The aim is to enable broadly anticipatory, impactful, and transparent decision-making. The procured expert services will operate as part of the service packages produced and managed by 2M-IT for its client-owners or as experts functioning under the supervision of 2M-IT in service packages managed by 2M-IT's client-owners themselves.
The procurement need is linked to the needs of the well-being regions, focusing on information management, within which 2M-IT Oy provides its Clients with consulting and information system services for social and healthcare and rescue services, in the form of assignments, projects, or ongoing services. In this procurement, 2M-IT Oy's clients are the well-being regions of Satakunta, Varsinais-Suomi, Pohjanmaa, Etelä-Pohjanmaa, Keski-Pohjanmaa, Pohjois-Pohjanmaa, Lapland, Keski-Suomi, Kanta-Häme, Päijät-Häme, Etelä-Savo, Etelä-Karjala, and Kymenlaakso.
The procurement agreement does not grant exclusive rights to the Supplier that wins the tender for the provision of the services in question.
The agreement will be made with the selected Supplier by 2M-IT Oy, which acts as the purchasing unit and offers services to its Clients based on its own framework and service agreements.
In this procurement, three suppliers will be selected per area in priority order.

Using these models, it is possible to assess and anticipate the service needs of patients and clients more accurately, allowing for the planning of individualized and timely service pathways. Additionally, simulation models make it possible to evaluate and optimize alternative service pathways to achieve the best possible impact and efficient use of resources.
