The City of Helsinki's Urban Environment Division seeks to engage in market dialogue to gather information for the procurement of a new Traffic Light Central Control System that will replace outdated control devices and accommodate a diverse range of existing equipment.

This document is not a procurement notice or a request for proposals but an invitation to market dialogue. The City of Helsinki's Urban Environment Division (hereinafter referred to as the client) is preparing to procure a Traffic Light Central Control System.

The City of Helsinki's Urban Environment Division is procuring a new traffic light control and monitoring system as a service procurement. The new system is intended to replace the traffic light control and monitoring system that is at the end of its lifecycle, which includes approximately 200 control devices. Currently, there are about 500 traffic light control devices in Helsinki, and several control and monitoring systems are in use.

As a rule, only control devices using the RSMP interface will be connected to the system being procured. The client's device pool consists of equipment from various models and eras, and some of the current devices do not support the RSMP interface. The control and monitoring system for the diverse device pool must support not only the latest versions of the RSMP interface but also several older versions supported by current control devices. The city will be renewing older control devices in the coming years as separate projects, and the renewed control devices will be connected to the system being procured upon device exchanges.

The purpose of this market dialogue is to explore the market for these services and to gather information related to the procurement so that it can be carried out appropriately. The contracting authority is not bound by the information provided in this notice or its annexes, and as the preparation progresses, the subject matter and requirements of the procurement may change.

The responses provided to the information request are not binding on the supplier, nor is responding a prerequisite for participating in any later actual tender competition. Responding to the information request or choosing not to respond will not affect a potential supplier's position in the actual tender competition.
